banka ofSuvaonah and Augusta have resolved,wn-

Mexico and her Deatlnte*.
, The New York Herald thus thrown ttygethor ih*
various factions Into which tb* people of tbia un
fortunate country aioat present divided:
"At no period In its political bistory has Mexico
offered such marked evidence* of disorganization
os nt tho present moment. There are. us wo havo
snld, five or *ix parties in the field, till represent
ing distinot interests. There is Juarez, tho de
positary of tho constitutional powers of the g»v-
ernuioi.t; Ztihmgn, Iho head of tho church party
and therfs/wete ruler of the capital; Alvaros, tho
chief of tho Pinto tribes nnd tho main bopo of tho
Pnrot; Vidnurri, tho planner nnd expected found
er of tho Sierra Madru republic; L'«uionf«»rf, tho
expelled moderndo nnd tho future nlly and instru
ment of tho American filibuster*; nnd finally, San
ta Anna, tho representative of hi* own personal in
terests and the distrusted of nil parties, but for
that reason not tho less feared by thorn us the Ma-
cbinvel of their political destinies."
Tho future of Mexico is a problem tho solution
of which is by no means free from dtffi.’Uliy,—
Wore they u progressive people, tho light of histo
ry might givo us thu data upon which wo might
construct a reasonable hypothesis ns regard* their
destiny as n tuition. They have, however, after n
fair trial, proved themselves utterly unid.iptod to
pupul.ir institutions, and, assuming that thoy are
to continue to preserve n distinct nationality,
there is no bopo lur a permanent government a-
tnong them, short of a r> sort to royalty nr imperial
rule, both of which havo been suggested.—
This appear* dear to us; they havo progressed too
far, nod, seduced by our own happy example, have
vouturod upon n republican experiment, when
theywero wholly urn rvparod for it* responsibili
ties by previous mental mid moral enlightenment.
It has ulways been a matter of surprisu to u* that
the statesmen of Mexico—a tuition but olio degree
removed from tee nciiii-burbarou* state—should
have selected n republican form of government af
ter throwing off their vassalago to the Spanish
crown. It was a sudden bound from one extreme
to another that argues a sad amount of igiiuraoco
on thu purl of those who recommended thu change
and aided to. bring it about. In the bauds of such
a people republicanism can only bo an instrument
for self-destruction, nnd their whoiejhislory siuro
it* ndoptiuti establishes tho truth of tho proposi.
lion.
A string government, with supreme powers vest
cd ill il few persons, or u single head, such us a
monarchy, umpire, or even dietatoiship, if you
will,!* thu only hope for stable institution?among
tho Mexican people, it, indeed, there is tiny hope
nt till.
A difficulty, however, rises up just liere, nnd
bring* into question tho practicability of such a
government, even granting the point of local
adaptation. It is two.fold, nri-ing, iu part, from
intestine opposition, hut chiefly from the sentiments
and interests of neighboring power*. A* regard?
the latter source of difficulty, wo may simply say
that it is very evident the Boiled States would
view with nti unfriendly eye any attempt to estab*
lish a monarchy or a imperial government iu her
immediate neighborhood, if, indeed, »ho did not
take immediate and summary »tvq s to prevent it. !
A« regards the project so m mi mo* spoken of, tho
conversion of Mexico into a Spanish kingdom,to be
ruled over by a royal sci'Mi from lire court of
Madrid, it i* very certain no such movement would
be tolerated for a moment by tho American people.
View her ciso ns we may, it is difficult to pen
etrate the dark cloud* of uncertainty that sur
round our sister republic. Wo Icvr she has run
her race among the nations of tho earth, nod
readied that point in her hi-mry when her only
bopo of safety nnd the happiness of her people is
to be found in tin entire abandonment of her dis
tinctive nationality. All efforts to construct n
government that shall ho permanent nnd protect
the rights of the citizen, havo signally failed, and
they tire nmv in n norso condition, after n struggle
of over thirty years, thau they were uniter the
iton rule of tv transatlantic master. They have
not the elements of self government within thorn,
nnd their only Itopo for tho future is to turn over
tho trust to those who havo. We tiro not ambi
tious of assuming the government of sudl a nice,
init we bdiuvo an infil-ion of American influence
is too only tiling that will save them. Let them
abolish their hybrid institutions nnd throw them
selves upon the United Statu* for ruler* nod laws,
tin I sunshine, pence and prosperity will onco more
dawn upon theit unhappy nation.
After all,such n consummation is'inovitnbie in the
progress of events—it is only n question of time.
The Mars and stripes nro bound to wave, nt tin car

Isthmus to tho Lakes. Whnt effect it will have

Tho following is th« account of the Herald t

Mr. Coohrntio issued a milieu ibis morning f»r a

At thonppuintod tium between sixty end sovon-

Mr. Stephens, of Georgia, stated tho object or
thu meeting to lie to confer together—the Luctimp-
ton and imti Lecompton democrats—nnd see if
some arrangement could not bu made to unite tho
discordant elements. He was ready to hear any
suggestion from tlioso gentlemen upon this Kansu*
difficulty. lie hod never yet been able ascer
tain whut tlioso gentlemen desired. 11c, for one,
was for unity and harmony, nod desired above till
things to preserve the party intact; and ho bo
lieved it ouuld bo duiio if a proper spirit was mani
fested,
Mr. English, of I .dluiin, thou offered tho follow

can be done to secure harmony and concert of nc.

sas into the Union; and that said committee re-
port the result ot llicir deliberations to this om
ens, for consideration, on Tuesdiy evening next,
at S o’clock, to whluh timu tho caucus will ud-

Mr. English said he was not iu the holdt t.f ob

sibtliiy rested upon every democrat-c representa

said in tolureticu to tho import mico of pr.iin-*ii g
n irnioiiy in the democratic family, lie liked the
conciliatory spirit of his speech, uti l deeply regret
ted tout soeli a fraternal spirit had not been earlier
manifested. If il had been, much of the existing
trouble mol bad feeling would have been avoided.
II’ spoke of the dinger to the democratic party
iiluly to grow out of Ibis quesliun if It were tint
settled, and urged thu ciiiuinittco from each side
to incut on term* nf equality, Hilda* members of
tbe same democratic household in Counsel together.
Good might come of it; and, at off event-, if on
ugici-mvii! could be effected, imntera would la» no
worse than they now tire, lie would scarcely think
of n gren cr calamity than the division ami over
throw of the demoeratie party, and tho cluvalioti
