We are moving about a good doal of our time
among the business mon of the city, and have
failed to hear of any Important removals of busi
ness mon or firms. On the contrary we bear that
we are to have some vory considerable accessions
both of men and eapltal this coming winter. There
have been some changes of firms on tho 1st inst.,
bnt the business is still carried on. Tho past sea-
ion has been very dull, hut this state of things is
not peculiar in 8avannab, It has been so all over
the oouotry. A short crop has made it more
marked here than at other points, probably. Wo
think the prospect for a large business has uever

We were shown to-day, says the Augusta Con•
tftfufioNtifisf of the 2d, three nuggota of gold from
the "Columbia Mine," on Littlo River, in that
county, weighing together four thousand nue bun-
dred and fifteen pennyweights, nod estimated to
bo worth three thousand seven hundred and three
dollars and fifty oents. They were the produot of
eighteen days’ work.
Considerable excitement exists at Norfolk, at
the recent numerous attempts of abolition ship
captains to carry oif slaves. Two of them, Capt.

on Saturday last, a letter from Paris, Linn county

Gon. Webb was willing, if the extra exponso was
borne by Lnwranco, Stono A Co., to become one of
thoso "puro" and “eminent" tnen-above mentioned.
In vie w of the importance of the meniuro, tbe editor
cannot "pcrcoive that thoy (L. S. A Co.) aro to
bo consurad for bnving mmlothis trilling expendi
ture," only $87,000. It is trifling, in comparison
with tbo boneflts which would havo resulted to
tho manufacturing interests, in which Lnwrencoi
Stono A Co. wore largely eonoornod.
Tho $87,000 was placed in tbo hands of e Mr.
Wolcott by Messrs. Lawronce, Stone A Co., bo
that tho disbursement might go through as msny
tortuitous ramifications ns possible, before it was
paid out. It really appears as though to bnflle any
investigating committee. Well, after all the inves
tigations, tbe disposal of only about $10,000 of the
$87,000 can bo accounted for. Thon, Wolcott
comos in for his shBro of tho blntno, and is de
nounced ns n t windier. We cannot think that
Lawronce, Stono A Co. would have trusted tbo die*
bursoinont of so largo a sum as $87,000, which
was to bo paid out with a view to "rociprocnl
iibarality.” (and, as a matter <d course, ho could
take no voucher for its disbursement,) without
knowing tholr mnn thoroughly nnd having every
confidence that ho would do wbnt Gen. Webb calls
bi* Looking at the matter in this light, it
strikos us that tbo money hns ail hcon invested in
bearing tbo "oxtra exponso” of some ono who hns
boen discharging bis duty townrds hungry nnd
thirsty Congressmen. There is ono thing, how-
over, that looks suspicious in Wolcott: ho has Into-
ly gono into tho banking business at Boston, with
an Ex-Governor of Massachusetts. lie may havo
bad capital otherwise, but it is suggested in some
of tbe papers that he thought his duty wes to pro
vide for himself first, and lot thoso "pure" and
"eminent" men take their ohancos at tho crumbs.
The English longtrage is comprehensive, and in no
other way is this porticular power of our noiucn-
olnture made moro striking than when used in al
lusion to fitinnoial abstractions. Wo noticed a

The form of the application made by Mossrs.
Lefitte end Oo. would seem to contemplate ihe in*
troductlon Into tbe United 8tat#a of negroea from
Afriea, entitled, on tbelr arrival, to all the right!
and privileges of freemen. Tbo proposition, upon
lie face, is so absurd that it is hardly worthy of se
rious refutation. Messrs. Lafitte A Co, ask ua to
believe that their vessel, fittod out iu tho port of
Charleston, S. C., Is going upon a voyngo to Africa,
to bring to sorao port in tho Unltod States a oargo
of free nogroes. Tho port to whloh tho vossol ox-
pects to roturn is not indicated. It oannot bo tho
nuo from which it sails, nor any other port In tbe
State of South Carolina, ae tho introduction of
froo negroes into that Stato is wl*oly prohibltod
by stringunt laws and heavy ponnitlus. It cannot
be the port of any othor slavaholding Stato, ns
similar laws in enah of thoso States alike forbid it.
Tbo reaeon for suoh laws is so manifest, that I do
not fool called upon either to produce tho evi-
donco of tholr oxiitonoo, or to justify tho polioy
wbioh lod to their ndoption. It Is sufficient to
know that tho public mind of that section of tho
Union is not more cordially agreed upon any ono
subject than upon tho proprioty and necessity of
prohibiting, ns far as possible, nn Inaroaso of tho
froo nogro population; and hoaco tho laws to which
I refer, prohibiting tholr importation from noy
piaoo
Can it bo that Mossrs. Lafitte A Co. propose to
return, with tholr cargo of freo negroes, to n port
in souio of tho non slavoholding States? 1 am not
awnro of n|singlo State where thoso new comers,
would rocoivo a tolerant, tuuoh less a cordial, wel
come; whilst, by stringont laws nnd constitutional
provisions, sumo of thorn huvo providod for tholr
unconditional exclusion.
Looking beyoud the legislation which has been
bnd on tho subject by tbo Gcnornl Govcrnmont,
and both tho slavoholding nnd the non-siavoludd-
ing States, I may bo pormittod to refer, in this con
nection, to tho various, repoatod and earnest efforts
which bnvo boon mado in every section of tho
Uni»u, to provide for tho removal from our midst
cf this most unfortunate class. However variant
Iho raolivos which havo induced those efforts with .
different persons, in different sections of tho coun
try, thoy ail exhibit an earnest desiro to diminish
rather than increase tho freo negro population —
This publlo opinion, thus manifested in every
form, is familiar to orory ono, nnd it would bo
doing groat injustice to the intelligence of Messrs.
Lafitto A Co., tosupposo that they nlooo wero ig
norant of it. Whore, then, do they proposo to
land Ihoir cargo of freo negroes? Wbat is tbo
motive whloh induoos tho ontorprisc?
It cannot bo tho profits of tho voyago. There
are'nn African emigrants soekinga pnssngo to this
oountry ; nnd if thoro wero, thoy havo no means
of remunerating Mossrs Lafitte A Co. for bringing
thorn. Tho motive oannot bo moro philanthropy,
for it would oonfor no benefit upon those negroes
to bring thorn to our shores, where, if to permitted
innd at all, it would only bo to occupy our post*
bousos, hospitals nnd prisons. To believe, under
tho circumstances, that thoro is a bona fide purposo,
on tbo part ot Messrs. Lafitto A Co., to bring
African omigrants to this country, to enjoyftbo
rights nnd privilogos of freemen, would roquiro an
amount of credulity that would justly subject tho
person so bolieving to iho charge of mental imbe
cility. Tho conviction is irrosisllblc, that tho ob
ject of tho proposed entorprlso is to bring these
"African emigrants" intu tho country, with the
viewoithcr of making slaves of tbum, or of hold-
iug them to sorvioo or labor. If so, it is nn at*
tempt to evade tbe laws of tho country on tho
suhjoct of Arican importation, to which I have
culled yuur attention.
Ordinarily, it would be nn unsafe rulo for a
publio ofllcur to not upon tho suspicion of n pur
poso on tho part of another to violato the Iaws of
tho country, but in this caso it is put so cloarly
beyond tbo reach of doubt, that I think that you
not only can, but that you aro in duty bound to act
upon tho presumption that it is the inlontion of
Messrs. Lafitto A Co. to evade tho lnws of tho Uni
ted States, Mud you should accordingly refuse their
vessel tho clearauco asked for.

mitted for judgment. Tho Judgment rendered
was a nonsuit of plaintiff, on tho ground that tho

not oxtond boyond the polioo of roads, nnd that
proprietors cannot be compelled to keep in ropair
anything hut tbolr own roods and levees.
The right claimed by plaintiff is not derived
from tho power to lovy taxes, for this demand is
