Tho New Vork World gives prominent place to a letter just received in this country from a German statesman of the highest position in reference to the feel ing in Germany concerning the eastern question. After referring to the un reasonable excitement caused in France by the recent speech of Von Moltke, the writer says: “Asa matter of fact, in this present question, it is Russia which most, preoccupies us; We understand jierfectly well that Russia is our next and most formidable enemy, and we also understand perfectly well how to disarm and paralyze her. The present emperor of Russia is a sentimental simpleton, without self-poise and without moral courage. He has been driven into this war with Turkey by the pressure of Rus sian feeling. We in Germany have per mitted him to engage in it, but we are not such children as to permit him to ■emerge from it either with honor or with accretions of strength. If he is terrified by the attitude of England and Austria into making peace, he will probably end very suddenly—perhaps by suicide, per haps in the usual way in which Russian public opinion vindicates itself against incompetent emperors. If he persists in making war, lie will he humiliated and Russia with him, by certain defeat, as nothing can lie moro clear than ttiat it is in our interest to allow Austria, at the critical moment, to lail upon his armies and obliterate all recollections of . the Austro - Russian alliance of 1849-50. Re ace or defeat equally will mean the accession to the Russian tfirone, tinder a cloud of popular discontent and under a crushing weight of financial burdens, of a prince who is known to be our special enemy, the cr.arowtch. This is equi valent to a complete nullification of Rus sia, for a generation to come, in the affairs of Europe ; and what can ever hold out any hope to France of the recovery of Eorraine and Alsace except an alliance with Russia?” HKKI * YOl It I' ItUM J SK. The most memorable, in some resjxcts, of all the fourteen sieges to which Gib raltar lias been subjected was the last, called the “great siege,” one of the mighty struggles of history, which be gan in the year J 779. The famous Gen eraljElliott was commander of the fortress. Spain, in alliance with France and Mo rocco, endeavored to surprise Gibraltar ; but a Swedish ship, gave Elliott the alarm. The garrison comprised but five i companies of artillery, and the whole force was less than 5500 men. The ! enemy’s force was 14,000. The siege was i commenced by the blockading of the j port, and a camp was formed at Han , Roque with the design of starving out the | garrison. When the English governor i resolved to open fire upon his besiegers, ! a lady in the garrison fired the first shot. Never did a siege war rage more furiously than didjthis for nearly three years. The garrison was often reduced to sore straits of food ; “a goose was worth a guinea,* 1 and Eliott tried [upon himself the ex l>erimentof living upon four ounces a day for a week. Exciting stories are ; told of the privateers that ran in, amidst terrible dangers, with provisions, and of the storms which threw welcome wood and cork within reach of the besieged. The rock at one time would assuredly have been taken had it not been for Ad miral Rodney, who, sailingoff the straits, captured a small fleet of .Spanish ships and merchantmen, and clearing the straits of besiegers, brought his prizes into port. But all danger was not yet averted; Gibraltar was again blockaded; scurvy broke out in the garrison, and Morocco refused her harbor to the Eng lish ships. The enemy crept closer and closer, hut relief coming now and then enabled the English still to hold out. The bombardments were fearful to en dure. “ The city was almost destroyed ; , scarcely a house habitable, and those left standing pierced by shot and shell.” At one time the desperate garrison fell to plundering the town ; Elliott shot the leaders in this outrage. The long agony, full of terrific combats and frightful pri- j vations, ended by the final abandoment of the siege in 1783. If in that year the j English had to make up their minds that they must let go their American colonies, they had at least the consolation that Gibraltar was still theirs. Harper's] Magazine fur June.
