Mr. Tildon and the Electoral Bill Inside Facts Coming Out. Wa siitnoton, Juno 28. —TIio recent |„iter of Lieut. Gov. Dorsheimer de clnring ho knew Gov. Tildon was oppos'd to the passage of tiio law creating the electoral commission, is the subject of much comment in political circles here, especial by leading Demo crats, who have intimate knowledge ol rll the material facts, and are in a position to know bo.v that act came to l>e ijissed. When the conspiracy was first devel oped by which Louisiana and Florida were to bo capttired through returning hoards, and Mr. Zach Chandler tele graph over the country on the Bth of November, Hayes lias one hundred nnj eigbty-fivc votes and is elected,’ light in the face of the returns for Mr Til den Mr, Hewitt and others of the na tional Democratic committee were urg ed to appeal to the country, and to prepare measures to defeat this dating scheme to steal the Presidency. Had Mr. Tildeu and his friends pursu ed this course promptly and onerget molly it is believed the conspirators would have halted in their design when oon |united with a popular majority of a million of white undblack, independent nf a clear and honest ugority in tie • h-cloral colleges. The New York managers hesitated to take this responsibility, nnd 4 of course they coombed with Mr. jTildett. Their i xcuso was that Congress was about to wait and take counsel of the Democrats in both bouses. When Congress came together on the Orst Monthly in De cember no lino of notion was marked nut. and opinions were loose and unset tied. Natural enough tho Democrats looked to Mr. Tildon as their leader, and expo cted from him snmo suggestion of positive policy. Noun wns made. Mean time the conspiracy wns growing in strength every day by the supincneis, distracted counsels and absence of un ity on tho Dcmooatic side, becauso there wns no rallying point whore their strength might might ho concentrated. Troops wero drawn to Washington, and preparations wero made for a state of flagrant war, about which tho public has been hut indifferently informed. Finding that New Yolk wutild not inovo or loud the way, tho Western Democrats in Ohio, Indinnna and Illi nois made demonstrations ol a purpose not to submit tamely to tho intended fraud. If that movemoat had boon sec onded warmly by meetings over tho Forth for tho South had its hands tied and wns little more than a passive spec tator tho plot might still have been arrested, though it had guiued headway and beeumc formidable. Mr. Hcwit and his advisers turned a cold shoulder on this movement, and discouraged it in every way, so that it limy ho said to have fallen slill born. Wi'h this failure disappeared the last j hope of crushing out tho conspiracy by a popular rising against it, Mr. Z ich- I Chandler aud his associates wero elat., 1 ed, and the D mooruts were depressed During nil this timo Democratic niem ln rs of the Senate and House of Rep resentatives wore constantly in confer ence with Mr. Tildeu. without being nblo to obtain from him any plan or de ‘ision which would solidify tho party. The session wns drifting on and tho day fast approaching for u count of the vote. Mr. Edmunds had drafted his bill for tho electoral commission and it was referred to n connnittc. In this state of things, and before either pert y was committed absolutely, three mem bers of the House of Representatives went to Now York and consulted with Mr. Tildeu, b caring messages from tho most distinguished Senators. The al ternative* presented were a resolute call upon the people to defend their rights, submission to the iniquity, or the passage of the electoral bill. Mr. Tildt n heard them patiently, consider ed all the points, and closed by saying •lon’t be in a hurry.’ (.Muirs saw him. without getting any decisive judgment or advice, one set believing him for the bill and another against it. Fudcr these circumstances the bill became a law. The Democrat* were never confident of socecs, but they ' ere encouraged by the belief that Judge Davi* would be a nirmlnr nf the commission, and they expected much t orn his impartiality, moral couiaco and practical mind, in sweeping away •he devices and deceptiors and frauds of Hie returning board*. He was unex pectedly’ elected to tho Senate, and having decided to accept that place re fused to sit on the commission even if unanimously chosen. Ihe rest is recent history aud need not be repeated. Mr. Dorsheimer’s statement is unchallenged, bu* it must be siad he enjoyed a con fid* i e-' from Mr, Tildeu which was strangely with held from his best friends iu Congress and from the leader* of the party who were entitled to know bis opiuions on ihi* subject. Mr. Tildon has many j statesmanlike qualities, but ho is not a leader of men. His tuind is slow, de liberated aud well poised, but he lacks tho spirit of prompt action and of ener getic command.
