Jackson street from Commerce to Society street Jefferson street from Commerce-to Society street. Wo believe that this work can be done for about 36 cents per' lineal foot, which would not be very expen sive to each property owner. It is pos- slble that some objections will be made In thts matter, but no objections should bo made as the In crease In value of Albany realty af ter paving Is done would largely over pay this expenditure. The sanitary department bas out grown Its present force. It Is abso lutely Impossble tn do the necessary sanitary work lor the city and keep the alleys and streets In any reasona- occupied by the city lira, department Is In splendid condition. We recommend the purchase of one thousand {oat of hose. We further reoomtnend that the-city Install' the Gamewell Fire- Alarm sys tem. We are totonned that thlB sys tem can be- Installed at a cost of 13,600, and'by the installation of same a saving of 91,800 a year,on mercan tile risks would be- saved, and iw ad dition would give greater protection to other property, or account of en abling the department to locate fires, the department being now wholly de pendent upon tbe telephone which has proven very unsatisfactory. We hereto attach the report of the chief which shows in detail tbe oper ations of said department. Wo do not feel that we can close this report wthout congratualHng the city upon the efficiency of the departmenk which Is largely due to the Interest and care of the chief. Respectfully submitted, H. A. TARVER, W, W. RAWLINS, P. H. JONES. Fire Chiefs Report. Albany, Ga., Dec. 28, 1905. i To Hon. H., A. Tarver, Chntrman Fire Commute, Albany, Ga., Report Of- Street Committee. Albany, Ga., .Ttin.'J, lone. To. THo Honorable Mayor and Conn IftpUp* Albany: Vour CommUtoo on Streets rospnot- Tally, submit,t,ho.following report for ’tho year 1906: Tho cost of wprklng the streets for tho past, year was $4,300.62. Included In this amount aro qulto a number of permanent Improvements, such ns tho laying of targp sowers. You will note Tram thp, report nmdo; by your committer fpr, tho previous year that: tho cost of working the streets was $9,320.H0. T^o tncrcasc in expense for the yoar 1905 Ip only $40.52. While tho. report shows a fractional incense lit tho osi-onsa of the street department,, tho actual expense Is loss for It vtaa. necessary to Increase the labon about 25 per cent. This In crease alone amounts to about $800 paraanutn^^^^^^^^^^^^^H The. cost of ma'utolnlng the street and sanitary dwirtments should be very gratifying to tbe tax payers, i This- department has been run In the most economical' way, and every dol lur has been judiciously expended. We think that we- have- economised too much, ami that more money should bo expended on the Blraet dopart- ■ incut. Th»> coat of maintaining the gB^'anattaur department of Albany ta-fuUy 50 per cent, loss than the -coat of. running the same depart ment In other, cltlea the slzo of Al bany. Tho tlmo has now arrived when, the cltbuma hre demanding hotter streets and better sidewalks, and we- wish to. stale right here ttiat it Is lmppsalblo to keep the streets In n flrst-clasa condition with the present, force. This. Is on atcount of the natural condition of the earth, it being composed. W sand and clay. After, every, rainfall considerable wasliea bob found. In every portion of tho. city- These, however, are properly filled, as rapidly ns the pres ent force will nonnit. We suggest, that your committee ba allowed, to Investigate the dura bility of eithnr Augusta or Montgom- carts. We deem It advisable that two additional carts and two extra mules be purchased for Immediate service In •his department. The cost of running the street sprinkler as per the report of Super intendent T. E. James, was $258.75 for the pnst year. This is considerably less than tbe city paid when let out by contract. On account of the large Increase In the business district - of Albany, wo recommend that the 'olty mirclmse another sprinkler. If the Council does not see fit to purchase another sprinkler, we recommend that your committee be Instructed which streets to sprinkle as It Is Impossible to keep the duBt down In all the bus iness districts of Albany with only one sprinkler. In Ihe coming year It will be neces sary to establish grade lines all over ho city and to extend the water -mains considerable distance In the: westorn and northorn portion of the city. WS, therefore, recommend that' the city employ n competent otvil en gineer, who can superintend the above mentioned work, and at the same time ho could take such steps as would put ■ho streots In better condition, The olty has about $100,000 Invested 1m her water works and sewerage sys tem and should hssre a competent- iolvll engineer to overlook this sys tem, and when necessary to tap all She mains. As It 1b under our present system, nny plumber Is employed to up the mains at nny plaoe he sees fit, This Is entirely wrong and Is not allowed In any city. We recommend tlmt a new stable be built Immediately, us the one we are now UBlng Is entirely too small and totally Inadequate for the city's needs. We havo no shelter In which to atoro any of thn city carts or ma chines. The city purchased a lot a Hhort tlmo ago for this purpose, and we. hope that, arrangements will be- made to build theso stables without further delay, We hereto attach the reports of J. R. deGraffenrled and T. E. James, and the same are made a part of this repprt. Respectfully submitted, R. L. JONES, Chairman, H. A. TARVER, W. W. RAWLINS. PlYlKjjjijffi with the ylew of making a drive way around the city. By the fixing of one or. two streets per year It will only be a short while before tho streets will bo In a first-class condition, and they can then be kept at a much smaller expense. .
