It affords The Herald no pleasure to ho criticising the City Council—for tlioro is whoro tho responsibility lies —but the peoplo have suffered enough Inconvenience on necount of the ln- dlfferonco of those In authority ovor the street and sidewalk paving that has been under way for some time, and now that wo have started, we are going to kick until relief comes. Wo all know that streots nnd side walks have to be torn up for paving, hut they should be put In order and restored to tho public for safe and convenient use us fast ns the paving is done, But Instead of this, patches nnd • unpavod comers, with ditches and mud-hanks, are left to annoy the public nnd make It Impossible for a man or a woman to walk dry-shod around a block that Is supposed to ho pnvod. After all tlio tearing up that has boon done and with nil tho sidewalk paving that has been laid, we haven’t n continuously paved or completed block of paved walk yot.
