Stlckney is a railroad presi dent who Is in favor of the govern ment regulating rates. Addressing the Commercial League of Minnesota few days ago, Mr. Stlckney ad vanced a new Idea about "water” la the value of property. He said: The prosperity of the railways and" the prosperity of the people are In dissolubly bound together as the two halves of the growing apple. Cut them asunder, destroy the prosperity of the one, and the prosperity of the other will wither. In the discussion of the railroad problem much Is made by some advo cates of legislative control of the “water” which the capitalization of many railroads contain. It is well lmoqrn that the capital value of the farms and other fixed property of tho nation contain about one pai;t of ac tual cash cost to ten or more parts of " water," which exceeds by many fold the ratio of “cash” to “water" in the proudest reorganized railway com panies. Farms and other fixed prop erty, with a capital containing one part of cash to ten or more parts of “water” are permited by law to earn interest If they can—and they gem erally do—upon their entire capital value, “water” as well as cash, and as long as the majority of the univer sal partnerships are permited to earn Oividenda on the larger proportion of water” In the capital value of their property, dll fair-minded men must admit that It would be unfair for them to provide by the law that the minor ity partners should not earn dividends on the smaller proportion of /‘water” in their capital value. Increased capital value of the farm has not Increased the earnings of the farm. But it is slightly increased' earnings and the large decrease In In terest rates for money in the last twenty years which has so enormous ly Increased capital value of the farm and other property, as well as rail- ay property. Hence there is noth ing In the “watered” stock argument which fair-minded tnen will regard as justification of legislative Control -of railway rates., . ' i President Stlckney declared that the real foundation of liberty was a fair distribution of'property in the hands of the people and no monopolies In trade. “It is my conclusion,” he said, “thaij because railways have assumed the common law obligation of common carriers, ha^e voluntarily subjected their property to a public use, It Is fair and right to control their rates by law, and because railways are monopolies, tho law of self-preserva tion, as well as fairness and justice, demands that the people, through the government, should control railway rates by law. Such laws, however, In order to he fair and effective, must be Intelligent and directed to the sub stantial facts, which are the basis for reasonable rates. At present the basis of reasonable rates and just rates is unknown. It A Unique Advertising Scheme. A good many Albany ladies—sever- al hundred, in fact—have been not a little startled during the last few days to receive telegrams of an unusual character. The telegrams have been delivered In envelopes and on blanks of the “Western Onion Telegraph Co.," de livery being made, however, by the messenger boys of one of the com panies doing business here. The en velope and blank bear so close a re semblance to the genuine which we are accustomed to see that tho coun terfeit Is seldom discovered until the “message;’ (which Is typewritten, or apparently so)r lias been read. The aforesaid “message” Is from New York, an# says: "Saw Swoet Clover at American Theatre. Best ploy and company eve'r saw. Be sure mid see It.” The whole scheme Is, of course, an ndvertisment of the play to be seen at the Rawlins Theatre tills evening. I arrested last night a young white man who was trying to sell for $10 a bay pony mare, aiiparently 10 or 11 years old.
