DERELICT MINES.
The sinking of the German steam
ship "Silvia” ns she was leaving
Vladivostok with a large number of
Russian soldlei-B homeward hound was
a disaster which may be repeated In
the Far East at uncertain Intervals
for months to come. The " Silvia ”
struck a mine, which tore a great
wound In her side, and she was
benched barely In time to save hun
dreds of lives. During tho late Jap-
Russ war hundreds of minus, some of
the floating variety and others with
anchors, were placed In the waters
frequented by ships of the hostile
fleets. That hundreds of these mines
were never recovered or destroyed Is
certain, and that their continued exist
ence constitutes a perpetual menace
to navigation need hardly bo argued.
The “ Silvia " was’ fortunate In being
near land when a nilno.wliose presence
was unsuspected opened her hull. Tho
next victim of a derelict mine mny bo
In midocean.
The advisability of an International
understanding for the put nose of reg
ulating the use of mines In warfare
has been frequently discussed, but
nothing definite has been accom
plished. Floating mines are, of course,
tho source of the greatest danger to
commerce, as they are apt to drift for
months and cover thousands of miles.
her host and hostess. At one of the
meals the hostess said:
"Mrs. Jones, you were a slave,
weren't you?”
"Yes, Marm," replied Mrs. Jones.
"I b'longed to Mar’s Robert Howell.”
T suppose he never Invited you to
eat at his table,” remarked the Boston
tfoman.
"No, honey, dat he ain't,” replied
Mrs. Jones. "My master was a gentle
man. He ain't never let no nigger set
at de table long er him.”
And In making this speech she
meunt no disrespect to her hostess.
She meant merely to point out a
natural distinction.

King Christian IX had too small a
sphere of activity ns monarch of two
and a half million of people to achieve
great distinction-In statecraft. But he
was notable for his long and blame
less life, hi8 protracted reign and his
eminent success in marrying off his
children. Perhaps the credit for tho
latter belonged to the late Queen, who
was known as the greatest match
maker in Europe. He was twelve
years older than tho Wmperor Francis
Joseph of Austria, hut the latter be
gan to reign fifteen years earlier than
Christian. Kings of Denmark have
had long reigns. Christian's sixteen
predecessors averaged nearly twenty-
six years on the throne; but he wore
the crown for nearly forty-three years.
His family married into more royal
families than any other regal family
in Europe, and he died father of the
Queen of England nnd the King of
Greece, and grandfather of the Czar
of Russia and the King of Norway

In connection with the gathering of
statistics on the cotton crop that Di
rector North, of the Bureau of Sta
tistics, does not hesitate to make it
plain that he is tired of his job. The
Issuance of a bullish crop report
brings nn army of bears snapping nt
his heels, while a report of a different
character is a signal for the bulls to
bellow their war cry and begin to
make his life miserable.
A few brief weeks of mourning
proved sufficient for Mrs. Charles T.
Yerkes, widow of the Chicago street
railway magnate, announcement of her
marriage to Wilson Mlzner having
just been made. Mrs. Yerkes was left
a generous share of the millions of her
late husband, which might have had
something to do with the whirlwind
courtship of Mr. Mlzner.
The principal difference between at
tempted lynchtngs North and attempt
ed lynchlngs South is, that up there
mobs seldom secure possession of
their intended victims, while in the
South they too often do.
It really begins to appear tlm? Al
bert T. Patrick will escape the elec

ion in his case having set in. Whereas
a short time ago all believed him
guilty’ very many are now convinced
that he is Innocent.
A Natural Distinction.

The following anecdote recently
brought to Richmond by a Georgia
lady is a true story.
A Boston couple were recreating
near Augusta and met an old negro
woman to whom they took a fancy.
They invited her to pay them a visit
and the black woman accepted, espec
ially as her expenses were paid. In
due time she arrived in Boston and
was installed in the house of the white
folks. She occupied one of the best
rooms and ate at the 6anie table with
