NEW ORLEANS COTTON LETTER.
(By Wire to Clark & Co.)
New Orleans, Feb. 1.—Spot sales of
15,000 bales In Liverpool this morning
were excellent. Options, however,
opened about as expocted, but in sym
pathy with the decline in the Ameri
can market eased off later in the ses
sion and closed at a decline of 13
points under yesterday. There can be
no doubt that the undertone of the
foreign market is decidedly the best
of the three great cotton centers,
nevertheless prices Have been so un
mercifully hammered there by the
American rings that all of the starch
has been taken out of the situation
and their confidence has been more or
loss shaken, as evidenced by the tem
per of cables.
Those who entertained any hopes
that the heavy liquidation of the last
few days would be conspicuous by its
absence were destined to have their
hopes rudely shattered, for it looked
at one'time as if there was nothing
(o stem the tide of selling orders that
seemed to come from everywhere.
After March contracts had been de-
Initial trades in our market were
at a loss of 6 to 8 points, but heavy
offerings by the Price clique quickly
sent values down 15. points, or to the
lowest price touched since the disas
trous break in October.
Miss Giles wisely increased her es
timate -to 10,400,'0Q0. The trade jug
gled these figures, and the decline re
sulted.
Now that we have had a decline of
188 points the market should be
bought on a scale down. Certainly
looks very attractive.
There is no doubt about that Price
follow being "agin” us.
The market will advance far more
rapidly than It has declined once con
fidence is restored and the general
public is in again.
If there was ever a time when the
Shoulder to Shoulder” club needed
to show their friendship for the mar
ket, ’tis now.
The rallying power of the market is
not marked, but there is a day of
awful reckoning for some smart hears
who are now selling cotton which they
do not possess.
If your confidence in the market is
not strong enough to buy—don’t sell.
All selling orders are simply battle-
axes wielded against the "Solid
South.”
If need be, go down "witn your col
ors flying.” Die game.
Liverpool was as weak as some
Christians’ faith, and closed 14 down.

pressed well Into eighties, however,
some firm friends of the staple came
to the rescue doubly encouraged by
the rumored report that the hear lead
er would Issue a circular reflecting
n change of sentiment, and this, to
gether with the news from New York
that his brokers had been heavy sell
ers and were now taking on large long
commitments, stimulated a fresh buy
ing power that lent material support
to the market. Apart from the pre
ponderance of bearlslily inclined In
formation that has been in evidence
lately and the consequent depressing
Influence that It lias exerted on the
trade generally, there is no certainty
that such shrinkage of values as we
have had can be justified by condi
tions, and it is more than likely that
when confidence has been finally re
stored a substantial increase in values
will follow. Much depends, however,
upon the either forced or free attitude
of holders, our advices today from
the interior, while conflicting, never
theless seem to indicate rather reluc
tance on the part of some of the hold
ers to sell and In very many cases
amounts to an absolute declination to
meet the market’s present decline.
