Washington, D. C., Feb. 121—Presi
dent Ropsovelt’s rate bill was passed
by the House last week almost unani
mously. There is an*old saying in
Washington that three men, the Pres
ident, the Speaker and the Comptrol
ler of the Treasury, are the govern
ment. Anything that the President
and the Speaker .agree on Is put
j through the House with a rush.
The real fight will come in the Sen-
' ate, and it •will be. mostly over the
j question whether-: the railroads shall,
l have the right to apejial to the courts
before or after the rates made by the
commission go into effect.
The President says: Convict them
first, then try thqm. The roads say
We want to be tried first. They .de
clare that after a rate is reduced by
the commission and put into effect, it
_ j will be impossible to g$t It advanced
even if the evidence shows that the
Irate Is confiscatory. They once had a
taste of something like that.
! The Georgia Railroad Commission
cut some rates very low. Three or
four years passed before the case
leached the Supreme Court of the
United States. Then that court said
ithat as the rates had been in effect a
long time, it would not change them,
Some of the congressmen say that
the President is taking patronage
away from them and giving it to sena
tors fto get their votes. The railroads
are anxious to get the question set
tled. They are tired of the agitation,
and remind one of the story of the
J frog which .kept crying, “Rain, rain
rain!” Finally a weary voice came
out of the atmosphere, saying, “Well,
jest hush and I’ll rain."
