New York Divine, Well Known Here, Writes to Governor Terrell. • The Atlanta Journal publishes ‘ the following: Governor Terrell has received a let ter from Rev. Dr. .R. S. MacArthur, pastor of the Calvary Baptist church of New York, In which the noted di vine denies that he alluded to the chief executive of Georgia In a recent address on the negro question given In the Church of the Epiphany. According to the statements of sev eral New York papers, Dr. MacArthur was quoted as having said that the governor of Georgia agreed with him In the advocacy of the social equality of the negro. When Informed of the reported statement of Dr. MacArthur, Governor Terrell declared that the New York minister was not referring to him, as he had never discussed the negro question in any manner with Dr. Mac Arthur. The governor said that Dr. MacArthur had made a mistake or was misquoted, as he, Governor Ter rell, was an extremist in opposition to the social equality of the negro. The letter which .was received from Dr. MacArthur states that he made no reference at all to Governor Terrell. C., has been placed by the management of the Western Union Telegraph Co. in charge of the Albany office. Mr. Walton reached the city several days ago, and succeeds Manager Wes ton, who had been In charge of the lo cal office since the retirement several weeks ago of Mr. Y. C. Washington, Feb. 16. — Tho “morn ing hour” prevailed la the House yes terday after 6 o’clock. Tho net result was the subject of a bill to Increase to $30,009 the federal appropriation to each state and territory for the sup- peat of argleulturt.l experiment sta tions, and of a bill repealing the pres ent law granting American register to foreign ships wrjeked and repaired on the American coast in the discre tion of the Secretary of the Depart ment of Commerce and Labor,, and re quiring a special act of Congress to grant such register. The feature of the day was the at tempt of Mr. Payao, chairman of the ways and means committee, to get up his bill for the consolidation of-cus toms collection districts. A furious opposition developed, and on a roll call a large majority voted against considering the bill. Again, when the experiment station bill came lip, the debate reverted to the Payne bill, and It was wltli difficulty that It could be brought to an end. Mr. Payne, speak ing on his hill, said It cost last year $1,400 to collest no revenue *at Beau fort, N. C. At Albemarle, N. C., It cost $1,606 to collect $5. There were fifty- one non-paying ports on the list which Mr. Payne read from. Tho total col lected In the iorts was $47,242 and the expense of maintaining the ports was $156,185. Mr. Thomas, .of North Carolina, de veloped an argument against the con solidation of ports. The measure, he declared, was not one of economy. If all the ports referred to by the com mittee were abolished, he said, but $109,000 a year would be saved, and more than this would be lost by rea son of smuggling, which, he main tained, would be carried on In the abandoned ports. Besides, there were many other duties discharged by cus toms officers besides collecting reve nue. Mr. Blackburn, of North Caro lina, also spoke against tbe Payne $>111.
