New Orleans, Feb. 17. — Liverpool
seemed to regret the forced depres
sion of values on yesterday's close by
more than making amends In today’s
range of prices. Spot sales for today
were 8,000 bales, while yesterday’s
8,000 were Increased later In the day
to 10,000 bales.
Our own market seems to be drifting
along with the tide, nothing of any
Importance haB occurr- 1 or Is likely
to occur In the near future to shake
It out of the rut into which It has
worn Itself, Not oven the failure of
the visible supply statement to show
the expected decrease seems to have
any effect, nnd It is more than prob
able that some information of a revo
lutionary type must he forthcoming
ere any Improvement or any further
declines are to be noted. As It stands
now. there Is a marked Improvement
In the undertone, which, being of It
self of Insufficient Importance to lift
values In any considerable mannpr,
nevertheless denotes the temper of the
trade.
Cotton of superior grades Is eagerly
sought, but types such ns these are
conspicuous by their absence, conse
quently transactions are limited In
volume. Whether or not. the holdings
of the Interior represent a large per
cent, of this class of cotton Is merely
n matter of conjecture, but there Is
no favored Inclination to look for sup
port from this source for a while yet.
And when conditions such as are ex
isting at present are taker Into con
sideration with the temper of the
trade, showing such a decided disin
clination to follow news of a favorable
character, or contra rywlse, It seems
more than probable that the tactics
which we have constantly aVlvIsed
should he continued, for speculation
being non-exlsteut, scalping operations
relentlessly rule.

tn the opinion of many, the fall po
sitions are too low. The crop is not
planted, yet the fall positions are sell
ing 70 points below July.
Early news from Liverpool was very
encouraging. "No pressure to sell,
and spinners willing to pay present
prices.”
Manchester sent strong "buying or
ders to the South. Spinners’ takings
there are .500,000 less than last year,
and we all remember how greedily
they paid 10 cents for cotton last June
and July.
Freeman says: “The heavier the
movement now, the sooner will come
the nernendlcular drop. A sentiment
Is slowly hut surely gaining ground
that there will not be enough cotton
to satisfy perfect trade conditions on
both sides of the water.”
Bert Cassels, always friendly to the
staple, appeared In the ring for the
first time in months, and bought many
blocks.
Men who sell cotton to the mills are
all bullish.
The biggest bulls are the men who
best understand the spot situation.
There is a short interest in the mar
ket which will soon be made “the sub
ject of serious consideration.”
McFadden was trying to buy a line
of 9,fiOO bales from Lehman, Stem &
Co. This crowd Is evidently short to
Europe.
New Orleans reported no pressure
on the market, and said same respond
ed readily to the slightest bullish In
fluence.
There was very little gossip around
the ringB.
