THE VISIT OF THE RIVER AND
HARBOR COMMITTEE.
The visit to Albany on Friday, March
9, of the committee on Rivers and
Harbors of the national House of Rep
resentatives will mean more to this
city and section than can be readily
estimated. - ,
The tour of the committee will en
able Its members to make a satisfac
tory, if hurried, Investigation of the
conditions of the Flint, Chattahoochee
and Apalachicola rivers, and at Apa
lachicola and at least one other port
on the Gu|f of Mexico. The import
ance of these ports and waterways
will thus be Impressed as would in
no other manner be possible, and it
Is not doubted that the final result
will be favorable action by the com
mittee on the proposals for extensive
river and harbor Improvements In the
Chattahoochee system.
Deep water at Apalachicola and im
provement of the Apalachicola and
Flint rivers will bring Increased com
merce to tho gates of Albany, and giv®
Albany, Balnbrtdgc, Newton and the
cities on the Chattahoochee freight
rntos which will “put millions In tlielr
pockets.” Our Immediate representa
tive In Congress Is looking out for
tho interests of his district, and the
fact that the Committee on Rivers and
Harbors Is to visit Albany and Bain-
bridge next month Is due entirely to
his persistent efforts In that direc
tion.
Albany will entertain her distin
guished guosts on the ninth of March

We are assured l>y the faithful news
paper correspondents that Mr. and
Mrs. Longworth spent a quiet Sunday
and an eventful Monday. They slept
with their eyes closed, and carefully
dreBsed themselves both mornings after
rising. They have eaten three meals
daily, and have conversed together
regularly. The bride laughs frequent
ly; though we are not told that she is
inspired’to amusement by the bare spot
i on the head of the groom. The car in
'which the young couple are traveling
is on wheels,’ and the engine which
the train bums coal. A vast
amount of other highly important in-
ition is being put on the wires
And there are those who devour

FIVE MORE COUNTIE8 FOR THE
80UTHWE8TERN DIVISION.
The addition to the new Southwest
ern Division of the Southern District
of Georgia of flvo counties, as provid
ed In a hill which passed the national
House of Representatives yesterday,
can not fall to prove highly gratifying
to tho residents of the entire territory
affected.
Tho district as originally consti
tuted consisted of six counties—Cal
houn, Mitchell, Worth, Dougherty, Lee
and Baker. The bill which has just
passed the House adds Crisp, Turner,
Tift, Miller and Colquitt, the three'
first named counties having been cre
ated by the state legislature at Its
last session. This gives the new di
vision a tdtal of eleven counties, nnd
greatly increases its Importance.
While the addition of these live
counties Is advlsuble, on account of
geographical and certain other condi
tions, the people of the district never
theless feel grateful to Hon. Janies
M. Griggs, our Immediate representa
tive In Congress, for Ills attention to
the matter. Ho Introduced the bill on
Ills own motion, and pushed It through
with characteristic energy.
During the late war Russia appealed
to the sympathies of Christendom on
the ground of being the representa
tive of Christian civilization In war
with an Asiatic nnd pagan power.
There were not lacking during the
war incidents that gave an air of gro
tesqueness to this Russian assump
tion. ami two have been added by the
latest dispatches. One Is that Gen
eral Linevitch has been succeeded by
the General Grodekoff who In 1900
earned the name of “The Butcher” by
driving into the Amur river the en
tire population — five thousand men,
women and children—of the Chinese
town of Blagovestchensk. Tho world
was so horrified at this act that Rus
sia made lmsfe to say that the man
had been dismissed from the army in
disgrace; but this proves to have been
like other Russian statements. The
other Is the story of a Russian soldier
that after every battle the sanitary of
ficer would mark with black paint the
men so badly wounded that it was not
thought worth while to save them and
they were burled alive—unless they
had money. Immediately after one
wounded man had paid ten rubles the
sanitary officer was killed, and the sol
dier got back his money and 300 rubles
besides, and survives. — Philadelphia
