FIGHT BETWEEN THE
PLANTERS AND SPINNERS
' Tibetlan Officials.
The officers, whose uniform Includes
a flat feather, hat of a brilliant scar
let, are particularly expensively at
tired. They Invariably wear a charm
box of solid gold studded with large
turquoiBes on the back of their pig
tails and a fine gold and turquoise ear
ring terminating In a drop shaped blue
bead In the left ear. One, a mere boy,
was wearing the most magnificent tur
quoises we have seen In this country,
where everyone who can afford It
wears turquoises. The sex of these
officials, owing to their ladylike hats,
long braided hair and jewels of gold,
used to puasle the sepoys when we
first reached Lhasa.—Nineteenth Cen-

Savannah. Gn., March 9.—Savannah
cotton men are watching with more
than ordinary Interest the battle now
going on between the cotton planters
In the South and the spinners In Eu
rope.
There have been no foreign sales
of cotton on the Savannah Cotton Ex
change for two days, which Is an un
usual state of affairs. The spinners
say they will not pay the present price
for the staple, and as they have a sup
ply on band sufficiently large to run
them for some months, they do not
have to buy. The plnnters are stand
ing manfully to tbelr guns and will
not sell at lower prices. It seems that
It Is going to he a question of the
survival of the fittest The local mar
ket is watching the game with much
Interest.

It Is when the streets are In Just
such condition as they are now that
one fully appreciates the value of pav
ing. If the sun shone always there
would be no need of paving and but
little need of umbrellas. Fortunately,
however, for the street pavers, who
have to make a living, the sun takes a

that are not paved almost Impassible.
