predictions, Mayor "Woodward yester
day vetoed the resolution recently
passed by the city council scoring the
board of police commissioners for hav
ing adopted civil service rules in the
police department in advance of tho
election by council of two hew mem
bers of the board—Capt. J. W. English
and John J. Woodside. The mayor is
a member of the police board by virtuq
of his official position, and it wal
hardly to be wondered at that he
would not sign a paper criticizing an
act which had been approved by him
at the time.

New York, March 13.—The substan
tial features of today’s market are the
continuance of -urehases for account
of eastern points and the decrease in
the interior movement, which is likely
to result in a fair reduction of stocks.
There is some apparent weakness
in the dry goods market, but wet are
informed that a prominnnt house,
which marked down some tickets last
week, has been endeavoring to obtain
a large line for delivery April 10 to
September 1. This is one way to hear
the goods market, but in the present
instance there has been no concession
in prices for immediate or future de
livery. Viewing the local market in
its broadest aspect, it is standing the
ppunding and selling much better than
the Southern news justifies.
Reports are genera] of forward prep
arations and large sales of fertilizers,
especially in Mississippi and Alabama.
Texas and the territories report an un
usually large increase in acreage and
excellent weather for plowing. Busi
ness moderate in volume and promi
nent traders seem entirely out of the
market, awaiting developments which
we regard as good judgment.

An actual count of stocks at South
ern compresses shows more than half
as much cotton as last year. This dis
poses of the 10,600,000 phantom. The
dream of 15-cent cotton is likely to
prove a nightmare.

The Mexican Donnanry.
Two hundred and fifty-eight stone
and iron monuments mark the bound
ary line between the United States and
Mexico from the Rio Grundo to the
Pacific, 700 miles. Most of the monu
ments are of cast iron, but the princi
pal ones are of stone. They average
about two and a half miles apart, but
in no case Is there an Interval of as
much as five miles between them.
Stone was used wherever possible.
Generally they nre in the form of a
simple tapering four sided shaft, bear
ing suitable inscriptions In English and
Spanish. The stone monuments are
about eleven feet high and the iron
monuments nbout six and a half feet
high. They are arranged so that they
are within sight of one another from
one end of the line to the other. The
country traversed consists mainly of
deserts and mountains, and in many
Instances the work was prosecuted
with considerable difficulty. By the
terms of the treaty the destruction or
displacement of any of these monu
ments is made a misdemeanor, punish
able according to the justice of the
country of the offender’s nationality.

Spinners have the situation well in
hand. While needing cotton, they pre
fer to pursue the “hand-to-mouth pol
icy,” rather than allow the planter to
dictate to them what they shall pay.
There are "wise men’’ in the trade
who believe July will go to 9 cents if
the weather over the belt remains fa'
vorable for planting. 1
Selling the market on a 6cale up will
no doubt bring handsome returns be
fore "chopping time.”

33,000 last year.

Easter Sunday cannot happen earlier
tbau March 22 or later than April 25,
but betweeu these two dates it has a
range of thirty-five days. At the time
of the council of Nice, 325 A. D., it
was agreed by the representatives pres
ent that from that time forward Easter
should fall on the first Sunday after
the full moon occurring ou or next
after March 21, or, in other words, “on
the first Sunday after the first full
moon after the sun crosses the line.”
Since the above arrangement wns
adopted by the great ecclesiastical
council referred to Easter has fallen
on March 22 and on every date be
tween that and April 25, but It is only
after long Intervals of time that it oc
curs on its extreme dates. In 1SS0
Easter fell on April 25, its latest pos
sible date, an event which will not
again occur until the spring of 1943.
The Inst time Easter fell on its earliest
date was in 1818. This will not happen
again until after this century.
