The man Who Is continually run ning down his town and finding fault with those who hustle and do things Is h mighty sorry citizen. CONGRESSIONAL JEALOUsV. The country la'now',confronted with the prospect of a petty feud''between the Ijouae and Senate over' the ques tion whether the Isthmian canal shall be constructed, at sea level or with locks. ‘ The board of engineers called Into consultation by the /government de cided In favor, 'of a sea-level canal. The Isthmian Canal Commission failed to agree' unanimously, and a minority, report of the board of engineers found favor lit' the eyes of the President, wpo recommended to Congress , the construction of a lock canal on the grAnd, of smaller cost and the saving of several years difference In th'e time required to accomplish the great work. The Senate ' Cimmlttee oil Inter- oceanic Canals, after', having labored tremendously over the 1 problem, has concurred In the presidential view. It favors the lock canal. Now comes the House committee, for which 'Rep- resentattve Hepburn speaks, with a statement to the "effect that It will not be willing to accept the Senate hearings for the purpose of deter mining the type, of canal to be con structed. The report has had a dis turbing effect upon the Senate com mittee, and the prospect now Is that Congress will not be able to agree upon a bill deciding the type of the Isthmian waterway unless the session of Congress Is considerably prolonged. The country often has occasion to thank its lhcky stars that the House and Senate refuse to agree on pend ing measures, but It has little patience *• with the petty Jealousies and exhlbL ttons of pure stubbornness bf Which both branches of the national legisla ture are sometimes guilty. The present bids fair to be a case In point, paper man as though he were really still a person of political: Importance and one whose views would, be read with Interest.. But alas! The retire, ment' of. the master of Wooifert’s Roost from participation in national, state and even lesser politics Is but too complete. Tom Watson's Magazine Is evidently trying to get Into the Democratic cam. palgn for the nomination of a candi date for governor. It has been send ing out postal cards In, Georgia to ad- vertlBe Its March number, containing “a fine picture of Mr. (Hoke) Smith as a frontispiece, and a powerful edi torial’ by Mr. Watson, replying to Clark Howell’s recent ^ttack.” Spme hotf, we can’t believe that Tom Wat son’s support of Candidate Smith'Is going to win any votes for the'latter > In a Democratic primary. In Dayton, Ohio, an Irish policeman arrested ah Irish citizen who v standing on a street corner.on St. Pat rick’s day selling Irish' shamrocks. Hundreds of Indignant Irish specta tors cried out In protest, but In vain. But the police magistrate happened to be an Irishman, too, and the case was promptly .dismissed. Now an Irish policeman will probably be out of a Job, and another Irish emigrant will become one of the Dayton “finest.” A squad of Atlanta newspaper re porters called on Mme. Sarah Bern hardt at her private car in the ter minal station on Saturday, and she refused to see ’them or to let them see her, but some of them Interviewed The government has taken charge of the canal work and is com- A politician with the sorehead Is bad enough, but when a newspaper ■ contracts the malady and the habit of being unhappy—oh, horrors! mltted to Its uninterrupted prosecu tion. A great many Important ques tions, one of which Is that of the type of canal to be constructed, should have been settled long ago, and further de lay at this stage of the proceedings would be unpardonable. It now, therefore, the House and Senate should get their backs up over question which should bo settled without further waste of- time, and al low their 1 petty animosities' to prevent the enactment of legislation for-which there Is Immediate neei, the pountry will feel like rising up, with a'club, and using it.
