the prospect of a petty feud''between
the Ijouae and Senate over' the ques
tion whether the Isthmian canal shall
be constructed, at sea level or with
locks. ‘
The board of engineers called Into
consultation by the /government de
cided In favor, 'of a sea-level canal.
The Isthmian Canal Commission failed
to agree' unanimously, and a minority,
report of the board of engineers found
favor lit' the eyes of the President,
wpo recommended to Congress , the
construction of a lock canal on the
grAnd, of smaller cost and the saving
of several years difference In th'e time
required to accomplish the great work.
The Senate ' Cimmlttee oil Inter-
oceanic Canals, after', having labored
tremendously over the 1 problem, has
concurred In the presidential view.
It favors the lock canal. Now comes
the House committee, for which 'Rep-
resentattve Hepburn speaks, with a
statement to the "effect that It will
not be willing to accept the Senate
hearings for the purpose of deter
mining the type, of canal to be con
structed. The report has had a dis
turbing effect upon the Senate com
mittee, and the prospect now Is that
Congress will not be able to agree
upon a bill deciding the type of the
Isthmian waterway unless the session
of Congress Is considerably prolonged.
The country often has occasion to
thank its lhcky stars that the House
and Senate refuse to agree on pend
ing measures, but It has little patience
*• with the petty Jealousies and exhlbL
ttons of pure stubbornness bf Which
both branches of the national legisla
ture are sometimes guilty.
