Mr. Rainey nsked the Republicans if
he had been sufficiently explicit regard
ing the Watch Trust, whether he had
satisfied the chairman of the Commit-
toe on Ways and Means. He charged
Mr. Payne, of New York, with having
gone about the chamber the day before
and advised the Republicans not to ask
any questions.
