Not a Business House Left Standing, and the Fire Which
Followed the Earthquake Extends to the Residence
Portion—Loss of Life Not Yet Definitely Known—The
Property Loss is Inestimable.
SAN FRANCISCO, Cal., April 19.—Day dawned on a scene of death and
destruction. During the night the flames consumed many of the city’s finest struc
tures and skipped in a dozen directions to residence portions.
The entire district known as “South of Market Street” is destroyed. It is not
known now how far the flames are reaching south across the channel.
Thousands of people, homeless, with blankets and scant provisions, wandered
to Golden Gate Park and the beach to find shelter.
Downtown everything is in ruins. Not a business house is standing. All the
newspaper plants are rendered useless.
It is estimated that the loss in San Francisco will reach one hundred and
fifty to two hundred million dollars. These figures are roughly estimated. Noth
ing can be told until there is a partial accounting taken. i
The number of dead is unknown, but is estimated at at least five hundred.
The city was placed undrf martial law at 9 o’clock last night by order of Pres
ident Roosevelt. During the afternoon three thieves were killed by soldiers.
GOVERNMENT TAKES PROMPT ACTION FOR RELIEF OF SUFFERERS.
WASHINGTON, D. C.'.^Aprir 19.—Prompt action has been taken by the War
Department in extending the San Francisco sufferers a}l available resources at the
command of the department to relieve their wants and provide shelter. I'wo hundred
thousand rations have been ordered from Vancouver Barracks and a large number of
tents from there and other army posts.
General Funston, commanding, has .been asked whether he needs additional
troops, and if so, Secretary Taft will Qrder them from other posts. General Bell, chief
of staff, was on duty all night at the White House offices, giving orders for army;
relief.
The War Department this morning received a dispatch from General Fun
ston, dated San Francisco this morning. He says it is impossible now to inform the
department as to the full extent of the disaster. The city is practically destroyed.
Troops have been aiding the police, patrolling and maintaining order, working in ,
conjunction with the city authorities. Martial law has not been declared.
“You can not send too many tents or rations,” wires Gen. Funston. “About
two hundred thousand people are homeless, and food is very scarce. The provision
houses are all gone. All government bujldings are destroyed.”
TIDINGS FROM THE INTERIOR ARE ALARMING.
SAN FRANCISCO, April 19.—Reports from the interior of the state are most
alarming. • ,
Santa Rosa is totally wrecked. Ten thousand homeless people are huddled to- .
gether there. The loss of life is not to be estimated yet. It will probably reach thou
sands. Many buildings were destroyed by the earthquake, and \yhat were left were
burned.
. Messengers bring tidings of the destruction of Healdsbiirg, Geyserville, Clo-
verdale, Hopeland and Ukiah. In every case the loss and property is shocking.

FIRE STILL RAGING.
OAKLAND, Cal., April 19.—At 9 a. m. the fire is still raging throughout S
Francisco,..and there is no possibility of stopping it uhtil it is expended for want oV-
material. The city is doomed. The authorities are still usnig dynamite to stay the
flames, but a new misfortune has happened, as the explosives are almost exhausted.
Every business building and half 'of the residence portion of the city has been
destroyed.

THOUSANDS OF REFUGEES CROWD OAKLAND.
OAKLAND, Cal., April 19. — Thousands of home
less refugees have come here from San Francisco. Ido-
ra Park has been turned over to them and the churches
and theatres have been opened to shelter them. It is
impossible yet to estimate the damage done in this city.
SYMPATHY ABROAD.
London, April 19.—The calamity in San Francisco
overshadows all other topics in this morning’s papers.
BERLIN, April 19. — All the morning papers deal
sympathetically with the San Francisco . disaster. The
papers will raise funds for the relief of the stricken peo
ple.
CONGRESS APPROPRIATES $1,000,000.
WASHINGTON, D. C., April 19. —The Senate
today adopted, without formality, a joint resolution di
recting the Secretary of War to issue rations and quar
termaster’s supplies, and appropriating $500,000 for the
relief of the California sufferers. The resolution was
sent immediately to the President for action.
HOUSE INCREASES APPROPRIATION.
WASHINGTON, D. C., April 19. —The House
has amended the Senate resolution by making the appro
priation one million dollars.

SACRAMENTO, Cal., April 19. —All wire com
munication with San Francisco is practically lost. A
gale is blowing and telegraph lines are badly mixed.

CHICAGO, Ill., April 19.—The Western Union Telegraph Co., at 9:40
a. m., was in- receipt of a wire from San Francisco, stating that the Are
had reached Knob Hill, above the residence district of the city, and that
the Falrmount Hotel, the new structure erected by Mrs. Oelrichs, was In
flames.
N{5W YORK, April 19.—A special from Washington says: "The Uni
ted States sub-treasury and mint at San Francisco are both safe. They
contain 1245,000,000 In gold coin. The San Francisco mint Is thus shown
to have been the most Important in the United States, as far as gold
coinage Is concerned. The Treasury will send-to San Francisco today, by
wire, 23,000,000 or $4,000,000. The news that the National Park Bank had
sent $4,000,000 to San Francisco -was an unpleasant surprise, as It had
been hoped that it would not be necessary to send much money in view of
Secretary Shaw’s action."
OAKLAND, Cal., April 19.—The fire at San Francisco has assumed
such frightful proportions that dynamite and gun-cotton, and even Held
guns, are being used, blowing up whole blocks at a time. The fire has
reached Knob Hill, which Is the finest residential section of San Fran-
cisco.
Not a Business House Standing. +
SAN FRANCISCO, Cal., April 19. — Day dawned, over a scene of
wretched misery and desolation. The entire city is practically in ruins.
What was left by the earthquake was destroyed by fire. Not a business
house is standing today in San Francisco.^ The loss probably will be
$200,000,000. The conflagration is still raging, having spread to the res!*
dence portion of the city. Martial law rules; all saloons are closed, and
thieves are being shot wherever they are found.
RECENT TRIAL OF BEEF PACKERS IN CHI
CAGO A “MISCARRIAGE OF JUSTICE.”
Washington, D. C., April 18.—In
special message delivered to Congress
today President Roosevelt declares
that the result of the recent trial of
the "beef packers” in Chicago was a
“miscarriage of justice” and that the
Interpretation placed by Judge Hum
phrey on the will of Congress “Is such
as to make that will absolutely abor
tive.”
The message, which Is sensational
In character, is based largely on a let
ter to the President from Attorney-
General Moody, In which the attorney-
general reviews the proceedings of the
case of the government against the
beef packers. The President says it Is
clear that no criticism attaches to
Commissioner Garfleld, as what he did
was in pursuance of a duty Imposed
on him by Congress.
He refers sharply, however, to the
decision of Judge Humphrey, saying
that Congress could not have foreseen
such a decision and that he can hardly
believe that the ruling of Judge Hum
phrey will be followed by other judges.
He declares that such interpretation
of the law as that placed on it by
Judge Humphrey “comes meacureably
near making the law a farce,” and he
recommends that Congress pass a
declaratory act stating Its real -inten
tion. The President also requests
Congress to confer upon the govern
ment by statute the same right of
appeal, In criminal cases, which the
defendant now enjoys, where the mer
its of the case have not been deter
mined.
