The Postal Telegraph Company today sent out the following to its
agents, and The HeVald takes pleasure In publishing It tor the Informa
tion of all concerned:
The conditions prevailing In San Francisco make It almoBt Impos
sible to find Individuals to whom telegrams .are addressed, and all mes
sages should be accepted subject to Indefinite delay. This company Is,
however, sparing no money or effort to re-establish effective telegraph
service. We have opened an office In the Market street ferry building,
In San Francisco, where all telegrams for that city will be sent. It Is
Impossible to make deliveries, but we are placarding the city, announc
ing the location of this ofilco, posting lists of names of persons for
whom we have telegrams and requesting persons expecting telegrams to
Inquire at our office. The same course Is being pursued at Oakland. We
will Issue very few, If any, additional bulletins concerning San Francisco.
Our facilities ate crowded to the utmost jn the effort to handle the in
quiries of friends and replies thereto, and the tremendous volume of mes
sages pertaining to relief. We are endeavoring under the most trying con
ditions to render the suffering people of San Francisco and their friends
a reasonable and prompt service. We feel sure that the public will ap
preciate and commend our reasons for discontinuing the bulletin service.

NEW YORK COTTON LETTER.
(By Wlroto Oink & Co.)
New York, April 221, 190G.6 ,
In nn attempt at analysis of the cot-
ton situation at this tlmo full consid
eration must be given to the later ef
fect of the financial situation on the
Pacific coast, and Its reflective effect
upon the finances of the country, es
pecially In New York. Wealth of a
state has been destroyed and money
must bo largely drawn from this city
to recreate it. All this will surely tend
to restrict speculative activity and re
quire a policy of conservatism more
decided now than probably ever be
fore. For months the New York mon
ey market has been handled tenderly
and now there Is a likelihood of Its
rude disturbance. The early market
was firm on covering of shorts, and
the operators who are long watched It
with the hope that It would at least
settle down to quietness and steadi
ness, but some of the Wall Street
houses who apprehend the situation
attempted to liquidate and prices con
sequently declined, and now on evi
dences of recovery there Is a plenty of
cotton ottering.
