A new and Important function has
been added to the already deadly shell
—visibility of Its flight at night By
means of a torch attached to the base
of the shell It Is possible to watch It
throughout Its entire course and to see
clearly the oxact point at which it
strikes. With the automatic guns now
fast coming Into general use and firing
one-pound shells at a rate of four
shots a second, a pracUcally contin
uous stream of fire Is thrown, which
can be directed like water from a hose
without using the sights of the gun,
and without knowing the range.
Much of practical value was learned
from the Japanose-Russlan war. In
repelling the attacks of torpedoboats
It Is ettsy to Imagine how difficult is
the work of the gunner when the
searchlight of the battleship suddenly
picks up a moving torpedoboat, where
but a moment before the sea was
blank. Thore Is no time to find (the
range or elevate the sights. The
swiftly-moving destroyer must be hit,
and hit hard, before It reaches ,the
800-yard mark, whore It will dlsoharge
Its first 18-Inch Whitehead. The time
allowed the gunner in which to strike
some vital part is a little over one
mtnuto, and his responsibilities are
great. The suddenness with which he

when accuracy and extreme rapidity of
fife are demanded that the Illuminated
shell Is expected to he most effective.
Exhaustive tests by the army have
shown that by Its aid field batteries
can go Into action at night without
any previous knowledge of the range,
and that it promotes the effectiveness
of flro from coast artillery by showing

drift by the wind and the amount of

moving vessel at long range. Without
the data gained by watching the flight

and while the range can be correctly
given, and the sights accurately set,
It still requires uniform velocity of

PETITION FOR CHARTER.
State of Georgia, Dougherty County.
To the Superior Court of Said Gount.y:
The petition of James Hoggard and
W. T. Hilsman, both of said State and
County, respectfully shows:
1. That they desire, for themselves,
their associates, successors and as
signs, to become incorporated under
the name and style of HOGGARD
DRUG COMPANY.
2. That petitioners desire to be so
incorporated for a term of twenty
years, .with the privilege of renewal at
the end of that time.
3. That the capital stock to be em
ployed’ by said corporation will be
Eight Thousand Dollars ($8,000.00), di
vided into shares of the denomination
of $100.00 each; and that petitioners
desire that said corporation shall have
the right to increase said capital stock,
from time to time, as may be deemed
expedient, to any amount not exceed
ing, in the aggregate, Twenty-five
Thousand Dollars, divided into shares
of the denomination aforesaid.
4. That the whole of said capital
stock has already bedn actually paid
in.
6. That the object of the proposed
corporation is pecuniary gain and
profit to its stockholders.
6. That the particular business said
corporation will do and carry on is
what is commonly known as a drug
business, to consist in the wholesale
and retail buying and selling, and
otherwise dealing in, all kinds o/
drugs, medicines, toilet articles, paints,
cigars, tobacco and any and all other
kinds of articles common and incident
to said drug business, and as may be
necessary or for the best interests of
said corporation.
7. That petitioners desire that said
corporation shall have the right, pow
er and authority, in its aforesaid name,
to sue and be sued, to contract and be
contracted with, to have, own and use
a common seal, to make and ordain
suitable rules and by-laws for the regu
lation of its business, to borrow money
by way of note, deed, mortgage or
otherwise, to purchase, liAve and own
both real and personal property, and to
do and perform all such other acts as
are, or may be, necessary for the or
ganization of said corporation and the
legitimate transaction of its business;
8. That the principal place of. busi
ness and home office of said corpora
tion will be in the city of Albany, said
State and County, and petitioners de
sire the right reserved to said corpor
ation to establish and operate branch
offices or placos of business in such
other places, in or out of said State,
as may be deemed proper and expedi-
i ent.
I Wherefore, Petitioners pray to be
made, a body • corporate, under the
name and style aforesaid, with the
powers and authority herein applied
for, entitled to the rights, privileges
and immunities, and subject to the
liabilities fixed by law.
