Special to The Herald, Atlanta, Ga., June 6.—Comptroller- General Wright, through negotiations with President Preston Arkwright, has secured an increase of $300,000 In the franchise returns of the Georgia Rail- v W way & Electric Company. This makes the total value of the company’s fran chise $1,650,000. With the Increase for last and this year the comptroller has succeeded In getting the franchise val uation Increased $650,000 In all. When the returns’ were made to the comp troller, he at' once notified President Arkwright that they were not accept able, and requested an Increase. After consideration, the returns were raised to a figure aceptable to the comptrol ler, and arbitration will not be neces sary. The returns of the Macon & Dublin extension, a short line of about twenty-eight miles, have been In creased from $36,000 to $125,000 and will be accepted. Up to date the comptroller-general has succeeded In securing Increases In corporations re turns which he has deemed too low, thus doing away with the tedious and expensive arbitration boards. PETITION FOR CHARTER. - A number of Albanians went. down to Pretoria last night and attended a meeting held there In the Interest of the candidacy of Hon. Clark Howell. Those in the party were Judge D. P. Crosland, Mr. J. S. Davis, Col. Ed. R. Jones, Mr. A. J. Lippltt, Mr. S. J. W. Livingston, Mr. I. J. Hofmayer, Mr. A. V. Phillips, Mr. T. H. Milner, Mr. Charles Marks, Mr. ,T. R. Forrester, Mr. P. J. Brown and Mr. H. T. Mc Intosh. The party was pleasantly en tertained by the Pretorlans after the meeting, and returned to Albany about 1 o’clock. Mrs. C. D. Stiles, of Cuthbert, who I visiting Mrs. H. C. Cox, returns ome tomorrow. Fourth. The amount of the capital stock of said corporation Is to he Five Thousand Dollars, comprised of fifty shares of the par value of One Hun dred Dollars per share, ten per cent, of which has already been paid In. Petitioners pray that said corporation have the power to increase said capi tal stock from time'to time, up to an amount not to exceed Twenty-five Thousand Dollars. Fifth. The principal place of doing business of said corporation Is to be In Dougherty County, Georgia, but peti tioners pray that said corporation have the power to establish branch Offices and places of doing business in other counties in said States, and in other States. Sixth. Petitioners pray that said corporationf be empowered to own or lease such real estate as may be deemed necessary fpr the purpose of its business, and also be authorized to borrow money and If deemed neces sary to issue bonds and to pledge by mortgage or trust deed the assets of the Company to secure the payment of such bonds with interest thereon. Seventh. Petitioners pray that said corporation be granted such other powers, rights and privileges as are usual or Incident to corporations of a similar character under the laws of said .State.
