Washington, June 8.—The bomb out
rage In Madrid Inst week, which onme
near tailing the lives of King Alfonso
and his brldo, has again aroused the
nations to the necessity of co-operat
ing In measures for the extirpation of
anarchism. It Is learned from a trust
worthy source that the United States
will probably take the Initiative In a\
movement which, If it Is carried out,
will close the door of every nation to
persons professing anarchistic doc
trines and enable the extradition ns
common criminals of anarchists In
volved In the nssnsslnatlon of or at
tempts upon the life of :t ruler.
It Is said that Secretary Root, after
conference with the president and with
various members of the diplomatic
corps In Washington, Is considering
the advisability of recommending that
authority bo given the Pan-American
Congress, which will assemble next
month In Rio Janeiro, to consider
measures for the suppression of anar
chism. Of course the decision of tho
United States will determine whether
the congress shall take action. Confi
dence Is felt that the South American
countries will readily acquiesce In the
proposal. Anarchy finds short shrift
In South America. The man with the
bomb or the bullet faces an unpleasant
alternative—deportation or Incarcera
tion. The,bars are up, not In a single
country, but throughout the entire
southern half of tho western hemis
phere. All through South America the
anarchist Is the object of popular ha
tred as well as of political repression.
If he undertakes to disseminate Ills
creed he Is promptly taken Into cus
tody, and released only upon agree
ment to leave the country. More than
this. Ills kind is prevented as far as
possible from settling there.
Action by the Pan-American Con
gress would undoubtedly be followed
by an exchange of views by Europe
and llic Americas which would lead
either to an anti-anarchist conference
or to an agreement under which all
would act along slinllnr lines for the
eradication of nnarchlsm. One of the
plans proposed is for the Institution of
an international police surveillance,
which would circulate Information re
gardlng the movements of followers
of anarchism among the several gov
ernments for their guidance and ac
tion.
Europe" hns long appreciated the
necessity of united International ac
tion for the extirpation of anarchism,
but because of the absence of consti
tutional or statutory authorization and
of labor conditions In the United
States the Washington government
has ^consistently refrained from join
ing In any International movement to
this end.
The government realizes that the
suppression of anarchism Is a question
which must be handled with the ut
most delicacy because of the possibil
ity that action might Infringe the
rights of the Individual. Under the
constitution congress is prohibited
from making any law abridging the
freedom of speech or of the press.
Notwithstanding these provisions,
however, many leading jurists are of
the opinion that congress has ample
authority to enact a law defining an
archism. and punishing all advocates
or followers of its doctrines.
Odd Fellows Elect Officers.
Last night the local lodge of Odd
Fellows held a business meeting,
transacting routine business. The
election of officers also took place.
W. E. Carter was elected grand noble
and W. J. Pinson vice grand noble.
The lodge here Is In a flourishing con
dition at present. It Is one of the
strongest chapters In Georgia, perhaps
the strongest in South Georgia.

Italy the Birthplace of Anarchy.
Rome, June 8.—The Infamous and
shameful attempt on the lives of King
Alfonso and Queen Victoria last week
was perhaps heard by no other Euro
pean country with such sincere sorrow
ns by Italy, and the feeling was Inten
sified when It was learned that the
perpetrator of the outrage was an Ital
lan. The latter fact occasioned little
surprise, however, ns Italy Is the land
most productive of anarchists. The
peninsula has had during the last
twenty-five years the unenviable dls
tinction of providing most of the In
struments for so-called political
crimes.
Rut It has been only during the past
deendq or so that the serious “work 1
of Italian nnnrchy hns progressed. It
began with the murder of President
Carnot by Sante Caserto in 1894. The
success of this first "operation” evi
dently encouraged other anarchists,
for their crimes followed each other
closely. Legs fired at Crispl, Acciarito
tried to stab King Humbert, Anglollo
shot dead the Spanish premier, Cano-
vas del Castillo, Luclieni assassinated
the Empress of Austria, and BrescI
killed King Humbert.
It is a remarkable feature of this
long and atrocious list that not one of
the murderers committed their crimes
before having been and lived abroad,
where the germs of what is called
“Individualistic” anarchy are Imbibed.
But the fact remains that Italy, not
withstanding the kind-heartedness and
gentleness of her Inhabitants, furnish
es the arms which execute the diaboli
cal criminal plans conceived by'others.
Two reasons are advanced for this.
One Is that human life Is held more
cheaply In Italy than In almost any
other civilized country, , The second
reason which Is believed to make the
Italian a most ready recruit to an
archy Is his hereditary leaning toward
secret societies.

Fire on Flint Street.
Yesterday afternoon the fire depart
ment responded to a call of fire on
Flint street, between Washington and
the A. C. L. railway tracks. A small
house, belonging to Mr. Thomas Pat-
tlson and occupied by Sam Bradford,
a negro employe of the Pattlson Iron
Works, had caught fire from a defect
ive flue.
A negro washwoman was Ironing
clothes and had a fire In the fireplace.
In some way the shingles caught,
either from the Inside through a hole
In the chimney or from sparks falling
on the outside. The roof was an old
one and very dry. The fire was soon
put out and the damage was slight.
The Reason Why.
A young American woman, working
In a stocking factory, fearing that her
chances for matrimony were small,
wrote the following and slipped it Into
the toe of a gentleman's sock: "A
young lady, good looking and of some
means, would like to correspond with
the wearer of this sock, If he Is single,
with a view to matrimony.” A young
man bought the sock, and said:
“There’s my chance.” He wrote to the
young Indy, offering himself as a suit
able party, arifl to hts surprise got this
reply: “I have been married eight
years, and have a family of five chil
dren.” The man from whom he had
bought the sock had never advertised,
consequently they had lain on the
shelves for eight years.—Ex.
