A call Is hereby Issued for a meet
ing of the farmers of Dougherty coun
ty, to he held at the courthouse In Al
bany at noon on Saturday. Juno 16,
for the purpose of organizing a local
division of the Southern Cotton Asso
ciation. The need of such an organ
ization is fully. recognized, and It Is
hoped that there will be a representa
tive attendance of the farmers of the
county. Those attending the meeting
will be detained but a few minutes.

The above call, Issued by some of
the most prominent citizens of the
county, should receive the full re
sponse of those to whom It is ad
dressed. The Herald has already re
ferred several tlm'es to the fact that
the meeting had been called, and ex-
presed the hope that the farmers
would not fall to respond.
It is very desirable thnt there be a
local organization of the Southern
Cotton Association, Dougherty is one
of the few counties of the 'state where
none exists. This ip not as it should
be, and it Is to be regretted that neith
er of the former efforts to effect or
ganization was successful.
Let the farmers of the county' re
spond to this call. They should be
willing to do their part In the move
ment to secure better prices for the
section’s most Important crop.

Atlanta, Ga., June IB.—“The cotton
crop In Georgia has been damaged not
less than 25 per cent, by the heavy
rain, winds and cool weather of the
past'few days."
So stated Commissioner of Agricul
ture T. G. Hudspn yesterday. Contin
uing, Commissioner Hudson said:
“In South and Middle Georgia the
damage will be much heavier than In
North Georla. Terrific rains fell over
that area, and beat the plant to the
ground. Some time ago considerable
areas of cotton were practically ruined
by lice, and fields had to be replanted.
“Then some fair, warm weather
came along and stopped the ravages of
the lice—nothing but hot sunshine and
warm nights will kill them. With a
recurrence of cloudy, cool weather
the lice will reappear.
“And still another condition Is to lie
taken Into consideration. The contin
ued tains in the early part of May
mado It Impossible for farmers to
work their crops. The grass got a big
start on them, and If the present con
ditions prevail long, grass will agalij
take possession of the fields.
“From reports I have received the
rain In South Georgia this week has
been extraordinarily heavy, and, com
bined with htghwinds. great damage
has been wrought to all growing crops.
Corn has been blown flat, but of
course, if plenty of hot sunshine comes
along a great deal of tt will right it
self. I believe It Is a conservative es
timate now to state that the cotton
cljop has been damaged 25 per cent.”
Col. 0. B. Stevens, of the Railroad
Commission, says that the high winds
blew down a large number of hlB fruit
trees, and that some damage was done
by the washing ratnb.
TWO-CENT RATE
IN VIRGINIA.
New Law Being Put to the Test by
Traveling Men Today.
Richmond, Va., June 15.—This i^ the
date set for the 2-cent rate for 500 and
1,000-mile tickets, as demanded In a
law enacted by the last Virginia gen
eral assembly, to go into effect. Re
ports from various quarters give evi
dence of a disposition on the part of
the railroads to ignore the new law.
On the other hand the commercial
travelers’ organizations and others in
terested will demand that the roads
comply with the new rate law, and In
the event of the latter’s refusal will
take the matter into the courts. The
roads are to be assailed on all sides—
protest against payment of the old
rates, protest against detaching mile
age coupons to pay for transportation
at a greater rate than 2 cents a mile,
declination to pay more than 2 cents a
mile and refusal to get off the train,
thereby forcing the conductors to
eject them.

cent, per annum, and obligating the
said Woolfolk and Ttft to pay ten per
cent, as attorney fees should said
notes be placed la attorney’s hands
for collection.
Said principal note now past due
by the terms thereof, and bo declared
to be due for default In payment of
interest coupons annexed thoreto due
May 1st, 1896. The total amount of
principal, lnte'rest and attorney fees
that will he duo on said notes on the
first Tuesday In July, 1906, Is $1,415.00.
Fee simple titles will' be made to the
purchaser at said sale and the pro
ceeds of such sale will he applied,
first, to the payment of said debt, with
Interest and attorney fees and ex
penses of this proceeding, and the re
mainder, If any, will be paid over to

The petition of J. F. Hanson and
C. C. Williams, of Bibb.County, and
A. R. Lawton, W. A. Winburn, H. C.
Cunningham, -T. M. Cunningham, Jr.,
T. S. Moise, W. D. Beymer, H. W.
Johnson, and George H. Richter, of
Chatham County, Georgia, showeth:—
i First. That the names and resi
dence^ of petitioners are as above
stated.
Second. Petitioners desire to form
a railroad corporation to be known as
Georgia Central and Gulf Railway
Company, for the purpose of building
a railway from Albany, In Dougherty
County, Georgia, to and through Quin
cy, In Gadsden County, Florida, and
to Apalachicola, In Franklin County,
Florida, or to a point near thereto.
The line will probably run through the
counties of Dougherty, Baker, Miller
and Decatur, Georgia, and Gadsden,
Leon, Liberty, Wakulla, and Franklin,
Florida. The length thereof, as near
ly as can be estimated, will, be, In
Georgia, about seventy-five (75) nplles,
and In Florida about ten (10) miles
from the Florida slate line to Quincy,
and about seventy-two (72) miles from
Quincy to Apalachicola, making an ag
gregate length of railroad In Georgia
and Florida of about one hundred and
fifty-seven (157) miles. The general
direction In which. It Is to run frdm
Albany is a little west of south.
Third. They desire that said cor
poration shall continue for one hun
dred and one (101) years: that It shall
have a capital stock of Ten Thousand
Dollars ($10,000), consisting entirely
of common stock, with the privilege of
Increasing the same from time to time
as provided by law, and that its prln
clpal office bo located In Savannah, in
Chatham Conntv. Georgia.
Fourth. Petitioners do Intend In
good faith to go forward without de
lay to secure subscrlgtlons to the cap
ital stock, construct, equip, maintain
and operate said railway, and have
given, four (4) weeks’ notice of their
Intention to apply for this charter by
the publication of this petition In pne
of the newspapers In which Sheriff's
advertisements are published In each
of the Oeorgla counties through which
said railway will probably run, once
a week for four weeks before the filing
of this' petition. ■
