Feltons Reformatory Bill.
Although Representative
Felton’s leformato’y bill has
been defeated it cannot he
said that the time occupied by
the Legislature in discussing
it was wasted, as the people
now' have a'much better idea
of the evils that are insepara¬
bly eonuecred with the Stalt’s
convict system than they ever
had before. There eyes have
been opened to the danger to
be apprehended from a contin¬
uance of the system. It may
be reasonably expected, there¬
fore, that public sentiment a
gainst it will steadily become
stronger until it is abolished.
It is not probable that all of
the representatives who voted
against the Felton bill believe
that the present method of
dealing with the convicts is
very satisfactory. They know,
doubtless, that the number of
criminals is increasing much
more rapidly than it ought to,
and that much ol this increase
is due to the present convict
system.
There is no effort under this
system at reformation. The
young convicts, many of them
guilty only of minor offenses,
leave the chaim-gangs hardened
criminals. There are no influ¬
ences in the convict camps that
tend to lead them towards a
more correct life. On the con¬
trary, all their surroundings
there tend to biutalize them,
and destroy what little self
respect they may have. At
the eud of theii terms of irn
prisoment they do not as a rule
attempt to lead honest and
industrious lives. They learn
eiLthings from the old convicts
with whom they came in con -
tact in the ceuvict camps that
lead them to seek companion¬
ship among the vicious and the
bad, and, generally, they are
soon back again in the chain
gangs.
The most of those who voted
agaiust the Felton bill thought,
doubtless, that it would hardly
be wise to pass it until a change
was made in the entire convict
system. It will take time—
moietime, in fact, than this
Legislatuis can afford to give
it—to devise a system, and de¬
termine its details for caring
for the convicts that will give
general satisfaction. The next
Legislature will give its atten~|
tion, doubtless, to this matter,
and, in the meantime, the peo¬
ple will discus* it and, perhaps,
will reach some sort of under¬
standing with regard to it. -

giving its approval to the lull
taxing bachelors over thirty
years of age, says: Old bache¬
lors are increasing in every
community. They try to be
very gay and frivolous and are
anxious to leave an impression
that they are happy, but they
cannot conceal the fact that they
are bald headed and thin-leg
ged.
A silver dollar weighs very
nearly an ounce. Hence any
letter not heavier than a silver
dollar can go for a single 2-ceut
stamp. A 5 cent piece added
will give the ounce. If you
have not the silver dollar dol¬
lar five nickles and a small cop¬
per cent will give an ounce.

Captain John M Forshey
died in Galveston, Texas, Aug.
9. As a lieutenant in the con
federate service he made a
brilliant record and was highly
esteemed by a larg acquaintance
of friends who discovered in his
poses3ion many excellent qual¬
ities.
The police force congregated
themselves that no sneak thiev¬
ing could be discovered during
the funeral of Gen. GraDt. One
hundred and fifteen persons
were arrested on suspicion, all
of whom were released after
the close of the ceremonies.
Last Saturday there were
in Spain 4,382 cases of chole.a
and the deaths that day were
l,fi39. Thus the terrible
scythe sweeps the stricken dis¬
tricts, and carries multitudes of
all ages and classes to the
grave.
