Ord, in command of the de partment of Texas, after reporting at length on the border operations of the Mexican banditti, says: “Itteems to me that the circumstances of the, plunder of stock ranches of the Bio Grande are ahuost identical with the piracies committed on our commerce tu one time by the A lgerines who tied ill safety to their ports with their own j « prizes. There the offenses were com- j initted on the open sea, and here they are committed with the same ease on the open plain. In both cases the pirates found a ready sale for the cap tures in the ports where their expedi tions were fitted out, namely, Algiers, Tripoli, e c., for the Moors; Stata- moras, Reinosa, Camarga, Mier, and •Guerero for the Mexicans; and in both cases -the pirates were rev promotion ana honors. Patroling the •country along the Rio Grande, with a yiew of intercepting raiders before they can rerich, the river with stolen herds in their possession, is as if we had tried to stop depredations upon our commerce by the Moors by scattering our cruisers along the north coast of Africa, with a view of interceptingsome Algerine pirate before he could get within three leagues of land with his American prize. The success of C«pt. M’Nally, of the state troops, in strik ing the party of Cortina’s men with a stolen herd recently was due to his accidentally capturing two straggling robbers, who by the use of the only effectual means known in such cases, but not legitimate enough for regulars to apply, where compelled to betray the P osition and strength of their band. have good reason for the belief that the order from the Mexican govern ment to arrest Cortina was due to the order for the movement of a naval force to the Mexican border. A recent Berlin dispatch says: “The depression of trade is felt so keenly by the industrial classes that the gov ernment has been requested, as a means - of preventing acute distress, to resort to the measure successfully adpoted in the last two wars, namely, the estab lishment of loan banks. Hie govern ment has not as yet shown much in clination to accede to the request. Serious distress is anticipated among the industrial working classes during the coming winter, and apprehensions are also entertained of a crisis in finan cial circles.” A contemporary commenting upon the above, pertinently remarks: “While France is more prosperous than she has been since the empire, Germany is on the extremities of dis tress. The proposition for govern ment aid to the people shows that how ever vigorous and masterful Bismarck is in war, he doesn’t equal his French rivals in peace. It is a singular com ment on the lack of governing faculty in the German nation-—that is to say, the stimulus andupholding of industry; that ii^ four years from the reception of an indemnity greater' than her na tional debt.
