There is no part of the commercial
world where there is not at the present
time more or less complaint of dnli
times. These dnll times are accounted
for in various ways, bnt the main oanse
of them, in our opinion, is the dose inter
dependence among commercial nations.
Take England for an example. Let ns
admit that she is the richest of nations,
amply supplied with capital for her own
uses, and h ' "
iaving extensive prodnotive
investments in all other countries.
Grant that her commercial system is
perfect and at.il] *»*. shall find that the
power of her capital and the advantages
of her coiossal trade have their limita
tions. She cannot sell to those who are
too poor to bny. She eannot transgress
the laws which regulate commercial
credit without suffering for it. With
abnndant harvests and cheap food for
her trade languishes and every wound
inflicted on the nations with which she
trades is transmitted to her nerves as
by an electric shock. If dnll times
tanght no other lesson than the unity
of the modern commercial world they
would not be without considerable com
pensations.
There is another way of accounting
for hard times, which was accepted as
the true theory by the majority in both
houses of the last congress. These
gentlemen wonld persuade us that the
whole trouble oomes from the scarcity
of money. We beg to refer these gen
tlemen to the financial oondition of
England, France and the United States
at this very time, as a practical demon
stration that soaroity of money has
nothing to do with the universal dull
ness of trade. We point to the re
markable fact that in each of the coun
tries named unemployed money is ex
traordinary abundant. Finally, we in
vite attention to tbe circumstance that
all this money in England, Franoe and
America is offered the pnblio on the
usual conditions which govern bank
loans and disooqpts at very moderate
rates of interest. In Francs the rate
for over a year has been only four per
cent, and in London for more than fonr
months the disoonnt rate has remained
fixed at three and a half. Does this
show that the business world is suffer
ing for want of a circulating medium,
either gold or paper ?
