that every person or corporation own
ing buildings of any character whatev
er, in said city, shall pay a tax of one
and one-fonrth per cent, upon the na-
tusBcd value thereof, as made by the
assessors for the year 1880, and ap
proved and adopted hy Council on the
18th day of February. 18*0, except on
such ns may be exempt from taxation
under the laws of this State.
Sec. 4. And Ik? it further ordained,'
| that every person or corporation own

ture, watches, jewelry, plate, musical j
| instruments, billiard tables, stocks in
money corporations, bonds, notes, ami
other evidences of debt, money, sol
vent debts, and every other kind of

pay a tax of one percent, on the Value
of such personal property, so ow ned
on the first- day of Juunary, 1880, ex

laws of this State, or of the Unit-si
States.
