They have among them what is called a County Court, whose jurisdiction extends from ten to one hundred lashes; and a Superior Court with a jurisdiction from ten to one hundred and fifty lashes. They elect from their body Julges of these courts, a Sheriff and a prosecuting officer. They have enacted laws punishing men for improper con iuct in the stock ade. for stealing, or for doing any thing whatever against the order* of the “boss.” If one is charged with any offense, he is allowed a fair trial before the court; and if ht is convicted the Sheriff proceeds to execute the sentence with great vigor and relish. They punish for all offenses—even for a failure to work properly and fnitnfully. To such perfection has the system been carried, that Judge McWhor ter very seldom has any occasion to punish delinquents, for the “oon- vict courts” take them in charge and have the lash used upon them with sufficientseverity, promptness ami impnrtinlity.
