Abo, by my recommendation, for a por tion of the aeaaon, Council baa au thorised the Harbor Maater to col lect from each vessel discharging ballast at the quarantinc'doek a foe of ten cent* percents for ballast dis charged. Thu money u to be paid to the Clerk and Treasurer of the dty of Brunswick and to be devot ed to keeping up the quarantine dock and building. I would ad vise that theee charges be contin ued during the ensuin| year; in my opinion, the proceeds arising therefrom will be ample to cover the quarantine expenses of the dty. The city throughout its entire limits has been kept in a more cleanly condition than during any previous year within my observa tion. This has, without doubt. I will say in regard to suuh schools that we now have a eorpeof oompetout and efficient tcncliera, and the schools, both white and colored, appear to be in a very flourishing condition. There b a marked increase in attendance of ecbolare of twelve yean and upwards, and the deportment of the scholars generally b very good. The acade my building is very much crowded, thorn being over tare hundred pu pils in attendance, and I am satisfied that ere long some other i modntiona will he required to provide for the increased attendance, should such increase be os great as I have reason to expect. J would suggest that tho matter of such further accommodations for scholars be referral to the Committee on Schools of your body, with instructions to confer with the County School Board.
