there can lie no higher evidence ol civ-
lv.ition aud Christ ianity iu at y Stato or
uniimi Ilian is exhibited in just and hu
mane laws, ploteotlbg lliu rights und
imereti* of all classes of citizens and
s'out dig an equitable distribution of tlio
burdens of government. But it has
iiot’iisiid that tlio <'1(1 law is good
enough, if properly enforced. I admit.
Uni it is good enough to secure good
routs, if enforced to the full extent; but
it will t cure them, mainly nt the expense
if tin laboring class often leaving the
men who arc most benefited by them
to do nothing on them. I have served
mu my time under that law, and nn»,
therefore, exempt by age from further
toad duly; but I do not feel satisfied
that tlte matter should stand us it is. I
do not approve the new law, think it
oppro si ve on boys and poor meu and
especially unw’fls in providing for a
county superintendent. I am in favor of
nil (idvnlorem tax for working the roads;
and I believe snch a tax would meet tlio
oppi'uba'1011 of large majority of our
citizens, including the principal tax
piyers. Let tho who have no property
a id are not too old, he required to work,
say, two dnys in tlio year or pay ono
dollar; aiul then let the property holders
out side incorp, riled towns, be assessed

an arrangement would lie much cheaper
than mightat first lie supposed; for hnndn
hired at living wages mid put to work
under a cwmpeteut overseer would da a
great deal more iu u given time timn
they can be induced lo do under thu
old or present method. With a yiew to
securing tlio passage of such a law at tho

they may find time—getting up nn ap-

arrangement suggested), to keep tho
roads in our county in good condition.
