We understand the rates of freight has

are of tho opinion that if the road , would

whose patronage they seek, as much as
they do their own pleasure and comforts
a reduction of rates would make them

Let uie ray a word to the better clue

of the panage of the Blair Bill hy tho
lower House of Congress next winter. I
make this statement upon what I consider
the most reliable authority. You will
mueml>er that it has already passed tho
Senate. If it pas*< a the House, we will
have » Urge some of money at our die
pnsil for the improveniemt of teach era
by institutes, Nermnt Schools, etc., as
the hill permits one-tenth of the annual
appropriation, from year to year, to b*
applied in that way. This would pat at
our disposal for thee* purposes about
fifiO.OOO the firat year, $60,0041 the second,
$120,000 the third, aad than gradually
diminishing sums, from year to year, till
the end of the eighth year, whan the np
prnpriatten cease*. We shall doubtless
have many County Institute* ooder tho
opperation of the Act, conducted by paid
teachets. Do you not wish to proper*
yourselves for partaking ia tkio higher
work and for tLua taking a more advance
position among your felluw-tenchsrar
I hope number* of jou will b* found at

how suck work is don* and of preparing
yourselves for taking part in doing it
Let County Boards, County School

seeking to make a grant success of our
