The Capital commissioners in
contracting for the building of the
State Capital allowed th.* contrac
tors to use oolitic limestone from
Kentucky. 'I his seems to have
created considerable opposition on
die part of many, alleging that the
commissioners were unwarranted in
contracting for this limestone in
stead of granite and marble in the
constructure of the State Capitol.
It is claimed that the act creating
this commission and providing for
the building of the State capitol in
tended that it should be built of
gunite rock and marble, as far as
practicable, and that of Georgia.
In allowing oolitic limestone to lie
substituted much dissatisfaction has
arisen and the Legislature are to l>e
sippeaied to to change the contract
so far as relates to this limo stone
nd inserting Georgia granite rock
or marble in lieu thereof.

WHo"CAN VOTE-
There seems to be a misappre
hension by many of our pecplo as to
who are entitled to vote. In order
that tho .natter may bo fully under
stood we copy the following concise
statement of the law governing the
elections from the Macon Telegraph:
The constitution of the State, Art.
2 -.Sec. 1 Par. 2, declares that “Every
male citizen of the United States
twenty one years of age, who has
resided in thu Statu one year next
proceeding /lie election and six
months in the county in which he
offers to vote, and has paid all taxes,
required of him, and which he may
have had an opjxirtunify of paying
agreeably to law,” since the year
1877, ‘-except for the year of the
election,” shall be an elect jr, and as
such entitled to vote. The only
exception needing mention are per
sons convicted of crime, idots uixi in
sane persons.
From this it will be seen
1. That no taxes arc required to
be paid for the present year 18ff4 to
entitle one to vote, but only the
taxes from 1878 to 1883 inclusive,
when such taxes have been legally
imposed and required.
, 2. The word “taxes,” as used in
the Constitution, include only State
and county ta^es. City taxes are
not.required of the voters in this
election,
, ,3.. Every voter must vote in his
own,county, but can vote in any pre
cinct in that county.
4. Persons who have become of
age since April 1, 1883, or who were
over sixty in April 1 ,• 1878, are not
required to pay poll tax in order to
vote. Those who have reached sixty
since the time lest mentioned must
have paid only for the years between
said date and the time of reaching
the same. Of course, persons who
were non-resident during the year
stated and have come into the State
since were aot required to pay taxes
ior the year before they become citi
zens.
The act of 1878-9 declares it a ntis-
•demeanor to vote illegally, that is to
vote when under twenty years of
age, or without having lived the re
quisite time in the State and county,
or without having paid the taxes
