Cincinnati, Jan. 28.—There was a stampede of vfi from the border counties of Kentucky last _iii. A bill to be entitled An act to provide for the ; calling a Convention of the people of this State to j prescribe the number of delegates and the mode and manner of their election and their duties, and to fix the time and place of meeting of said Con vention, and for other purposes therein mentioned, the General Assembly of the State of Georgia do enact as follows: •Sec. i. There shall be a Convention of the peo ple of this State to he composed of delegates as is hereinafter prescribed. Sec. 2. The several counties in this State shall be entitled to the same number of delegates in said Convention that they are now entitled to Rep resentatives in the House of Representatives, and any new county that may be organized b’v the i present Legislature, shall be entitled to one dele- j gate. Sec. 3. The election for delegates to said Con vention shall take place on the first Monday in May next, and shall he superintended by the same persons, and in all other respects conducted in the same manner as “lections for members of the Gen ' era! Assembly, and the returns of said election to I the Governor shall he done in the same way as re turns of elections for members of the General As i sembly, and all persons who are qualified bv lav. to vote for members of the General Assembly, shall ! , be entitled to vote at said elections. Sec. 4. Said Convention shall meet at the Capi i to! in the city of Milledgeville, on the third Wed- j i nesday of June next, and a certificate from the ! Executive that a person has the highest number of i ; votes as delegate from any county, shall be suffi- ; : cient evidence of the election of'such person to authorise him to take his seat in said Convention : | | and said Convention shall be the judge of the j ; qualifications and elections of its own members, ! • and every person who is qualified to hold a seat in j the House of Representatives, shall be qualified to j , sit in said Convention. 1 Sec. 5. Said Convention shall have power to ■ J elect a President, Secretary and other officers that ! i they may deem necessary, and to prescribe such ! ; rules for the government of said Convention as the S j members may think proper. A majority of said i ; Convention shall constitute a quorum to do busi- ' ! ness, and the yeas and nays on any question shall I i be called and recorded on the Journal at the re- i i quest of any two members, and said Convention I ! shall keep a complete Journal of its proceedings. ' Sec. 6. it shall be the duty of said Convention j to revise and amend the present Constitution of j the State, or to frame and make a new Constitution ' for the government of the people of this State, as ! said Convention in its wisdom may judge best. Sec. 7. The Constitution which shall lie amended or framed, and made by said Convention, shall be attested and signed by the President and Secretary of said Convention, a'.:d shall, by the President of said Convention, be deposited 5n the office of the Secretary of State. Sec. 8. It shall he the duty of the Governor im mediately after the adjournment of said Conven tion, to cause said Constitution to be printed, and five copies of the same transmitted to the Ordina ry of each county of the State, and it shall he the ! duty of said Ordinaries to keep said copies in j their office so that all citizens may have an oppor- ! tunitv of reading and examining the same. And i it shall be the duty of the Governor to cause said | Constitution to be'published once in every new.spa- j per in this State immediately after the’ adjourn- j ment of said Convention; and also the time when I the citizens will meet for ratifying the same. Sec. 9. It shall be the duty of the Governor so , soon as this act shall have passed, to issue his pro- j clamation requiring said election for delegates t., be hold, as is provided by this act, and also re quiring the Justices of the Inferior Court in every county to advertise at five of the most public places in their respective counties, the time when said election for delegates will be held. Sec. 10. The Constitution framed and made by said Convention, shall be submitted to the people for ratification on the first Monday in October next, and it shall he the duty of all the citizens of this State, who are qualified to vote for members of the Genera! Assembly on that day, to vote bv Iwl lot for “Ratification” or ‘‘No Ratification,*’ and which election shall be superintended by the same persons, and in all respects conducted iii the same manner ns elections for members of the Legisla ture, and the returns shall be made to the Governor in the same wav. Sec. 11. It shall be the duty of the Governor, within twenty days after the said first Monday in October, to cause said returns to be opened and the votes counted, and if said Constitution is ratified by a majority of the votes, it shall lie bis duty forth j with to issue his proclamation to that effect! Sec. 12. If said Constitution is ratified as afore- j said, it shall be the duty of the Governor to issue ; his proclamation, convening the Legislature to i meet at the Capitol in the city of Milledgeville, on i the first Wednesday of November next, and it shall ; be the duty of the Legislature when so convened, i to pass such laws, and do such acts as may be ne- ! cessarv and proper for Hie purpose of carrying said : new Constitution into full effect, and also to pas-. : any other laws, and do any other acts thev can j rightfully' do for the good of the State. Sec. 13. The members of said Convention shall j receive the same per diem pay that the members of I the present Legislature may receive, and the mem ber or members from each county shall receive the same compensation for travel that the member or 1 members of the present Legislature from such county may receive, and the President of said Con 1 vention, and th • Secretaries and Clerks of said Convention shall receive the same per diem com pensation that the President and Secretary and Clerks of the Senate at this session of the Legisla- : tine may receive. Sec. 14. All laws in conflict with this net are hereby repealed. Elijah Bird. It will be recollected that the Georgia Legislature, a couple of years ago, grant ed a pardon to the above named individual, who ; had been convicted of the murder of his brother in-law, Dr. X. (i. Hillburn. The New Orleans cor respondent of the Columbus Enquirer, writing un- I tier date of January 17th, gives an item of his whereabouts and manner of conducting himself, | after enjoying the legislative clemency of this State. The correspondent savs: “ Crime and intemperance still stalk abroad in this city. A man was murdered on board the steamer Republic, on Saturday last, and no one or the boat communicated anything to the police, in relation to the matter, until the succeeding Mon day, thus giving the murderer time to escape. The name of the murderer is Elijah Bird, who, it is said, abs aid -d from Georgia, a few vears since, where lie had committed two murders.* It is said that he has wealthy relations living in Georgia.'' Political Geometry.—lt is an axiom in Geome try, that things that are equal to the same thing, are equal to one another. By inspecting the votes j given for Speaker in Congress, it will he seen that ' Mr. Pennington votes for Mr, Banks, and Mr. Banks votes for Mr. Penning:mu; they are therefor* equals politically. Mr. Henry Fuller also votes for Mr. Pennington, therefore he is politically equal to Mr. Pennington ; but we have shown that Mr. Banks and Mr. Pennington are equal, and things that are equal to the same thing, are equal to each other, and Mr. Banks and Mr. Fuller being both equal with Mr. Penniugton, they are equal to each other. Messrs. Foster and Trip; cj vote for Mr. Fuller, and as we have proved Mr. Fuller to be the equal of Banks, therefore Messrs. Foster and Trippe are the equals of Banks, fid. Union. Suit' Kertch.—We reported this vessel yester day as being on tire at Venus' Point, about ten milts below the city. We are informed by her Consign ees that they succeeded in extinguishing the tire by fU'ing her hold with water. About three hun dred and fifty hales of cotton, a portion of her car go, have been brought up to the city more or less i damaged. The lumber was not reached by the ; flames and is uninjured. A survey of the vessel and cargo wii! be made to-day, and the full extent of the damage ascertained,— Sc.v. Hep., 27. For Kansas. A corps of three hundred men has been organized in Abbeville District, under the direction of Mr. B. Posey, lately of the Inch j pendent Press. Augusta Market, Jail. ‘29, 1 P. M. COTTON.—There has been a very fair business done in the Cotton trade the past week, consider ing the extreme inclemency of the weather. Since our last weekly review, we have had Liverpool ac counts by the Africa and Baltic, which have de pressed prices. We think }(c. may be safely stated to be the extent of the decline in this market. The I higher grades of Cotton are getting very scarce, j i and consequently the demand for them has in ; creased. The lower qualities are not sought for, j and prices for Cotton below middling may be re- ; ported as merely nominal. There i; a considerable quantity of inferior and ; ordinary Cotton, impaired by the long continued 1 unfavorable weather, which commands from 6 1 j to i 7}4 cents, when sales can be effected. Nails. WHISKY.—We hear of sales at 17 cents, four months. There is not much of a stock of this ar ticle on the market; and tlie closing up of the Western waters, interrupting navigation, may ap- j predate prices, as well of this commodity as of ’ other articles of Western produce. CORN.—During the past week there has been sold about 13,000 bushels, at 7o cents, sacks in cluded. It is retailing at 75 cents. MEAL.—Selling at SO cents. FLOUII. All Superfine Flour, of City Mills and | good brands, have been selling at £9 —Extra 810,- 50. Some few country brands are offering at 8.6.75. NEW BACON. -The first lot of new Bacon by the railroad reached our market a few days ago. : It is a choice lot, and 14 cents, cash, is demanded | for it. BEEN ES AND SIIOATS.— I There is a very good demand for good fat stall-fed Beeves, and to 8 j cents, as to quality, is readily obtained. For I Shoats the demand is not so good, and from 7 to ; 7j.j is about the best offering price. But little of I either in the market.
