At a called meeting of the Council, held on the 2ith January, the petition of numerous property : holders in the third ward, praying that Council ahould reconsider their action with regard to pav- , ing the side-walk on Ellis street, from Jackson to i Campbell atreet, was laid on the table. The communication from Jobs P. King, Presi dent of the Georgia Railroad Company, requesting the privilege of waiting upon Council, by a Com mittee from the Directors of the Georgia Railroad Company, fir the purpose of conferring together with regard to a communication between the Georgia and South Carolina Railroad, was read, and on motion, his Honor the Mayor, appointed the following committee of Council, to confer with the railroad committee: Messrs. Hionr, Walk nr:, Goomnen, and Conlet. On motion, his Honor the Mayor, was added to that committee. The matter will probably come up before the City Council this afternoon. The Contribution Fund. The fund for purchasing Wood, for gratuitous distribution among the poor, by deposits* of mon ey ieft at this office, has reached the amount of twenty-five dollars. Twenty dollars of the above were sent to Mr. War. J. £vn, yesterday, with directions to send i that amount of Wood lo the City Hall, but he re- ; turned the money, and claimed the privilege oi •ending eight or ten cords of Wood more for the i use of the poor, without charge. On the loth January, the Vienna corresponden of the London Tima telegraphed to that papet that the Czar had unconditionally accepted ihi proposals of Austria. This news was believed it. be authentic, and if so, peace would soou follow. We publish, in another column, a letter from Port au Prince, giving a detailed account of the defeat of that ridiculous travestie of a nigger Em peror, F austin the First, ofllayti. It exhibits them finite superiority in arms of the white race, largely adulterated as it is with negro blood in the case of the Dominicans, over the black, and foreshadows the hopelessness and folly of the effort to sustain an independent government of negroes on the same island with one largely composed of the Caucasian race. The account of the New York Post’s corres pondent, 1? evidently from the pen of a negro sym pathizer. He deprecates the misfortune that has overtaken his sable majesty, and his eighteen thou- ! sand Sambos, when confronted by a cannon and four hundred Dominicans. We think we can see, in the present attitude of affairs, the future and not distant fate of San Do mingo, and the experiment of negro government, when brought in proximity to Caucasian energv and enlightenment. The establishment of Gen. Walker's power in Nicaragua is now a fixed fact. There will, at no distant day, be a confederation of Republics in Central America, embracing Costa Rica, Sau Sal , vador, Guatemala, Mosquitia, Honduras and the Be lize, in which will be infused American energy and intelligence, and will be stamped with institutions, principles and laws borrowed from the United States. These influences will in time extend them-j selves to Dominica, and cover the island ofSan Do mingo and convert it into a Republic which will form mother star in the Central American constellation ! of Republican States. By the same process the Cuba question will find its solution, unless events, not now patent to the eye of speculation, shall precipi tate the Queen of the Antilles, by peaceful annexa | tion, into the arms of the United States. The special order of the day, the Brunswick bill was taken up —an animating discussion ensued thereon. Several amendments were offered and met their several fates Pending the discussion, a motion for adjournment, until to-morrow ten i o’clock, prevailed. Aurora has kindled a larger fire than usual in the chambers of tbe East, and already this Nova Zanbhi winter begins to wane under her benign in fluence, rising in fogs ami sailing away to cluster around the little State of \ ernmnt. Last evening was the occasion of a brilliant bri dal party at the Executive mansion. The vouth and blooming beauty, which floated like ' light . clouds through the harmonious mazes of the dance, seemed 'ike a vision from fairv land, to tbe aston ished gaze of the spectator. The hospitality was worths- of the Executive mansion, and the festival a ha put auspice to canopy the morn of married life. Many kind wishes for the uninterrupted hap ioe-s of Mr. Kmmki and bis beautiful bride. N. ; Gnv. Johnson communicated to both houses a special message, covering certain abolition res olutions of the Legislature of the State of Ver tnont. The correspondent of the Savannah Jmtr n<il, say*: “ The message is characterized by great dignity and ability, and worthy the present excellent anil eloquent chief magistrate of our State. It breaths a spirit of oianlv patriotism, of calm but firm maintenance . : our own sovereign rights a* States, ami at the same time invokes the constitu tional men of ail sections of the country to unite fur the purpose of preserving, if possible, the in tegrity of the Republic.” The Governor reiterates his recommendation, • contained in his laie Biennial Message, that the preseni Legislature should provide for the calling of a Convention, to provide for the contingencies j contemplated in the solemnly announced declara tion of Georgia, through her Conveutkra, in 1830 Southern Mdical and Surgical Journal.— The February number is on our table. Atlanta Itank Committee. The Committee have made their report, adverse to the Atlanta Bank. They conclude as follows . In view of all the evidence, and of the facts con nected with the organization and management of this Bank, the Committee recommend to the Senate the passage of the following— RESOLUTIONS : 1. That His Excellency, the Governor, be re quested to issue his Proclamation declaring the charter of said Bank forfeited, for a violation of its provisions, as contained in the fourteenth section i of said charter, 2 That the Solicitor General of the Coweta cir- j cuit be instructed and required to institute such legal proceedings against said Bank as may be ne cessary and proper, for the purpose of Laving the charter of said Bank adjudged forfeited, and the ] privileges and franchises thereby granted, returned to the State. 3. That the Solicitor General of the Coweta cir cuit be instructed, and required to institute prose- ! cutions on the criminal side of the Superior Court ; of Fulton county, against George Smiih, as Direc- j tor, and S. C. Hfigginson, President, and J. R. Val entine, Cashier of said Bank, for a violation of the 27th Section of the 61b Division of the Penal Code, and that he use such means, and take such steps, as may be legal and proper, to cause such persons to be brought to trial and punishment. Dear Sir: I wrote you on the 15th, respecting the march of the army to the East. The Emperor has been gone sixteen days, and as yet we have j heard but little from him,’as nothing is allowed to | be made public. A few Port au Prince people have ; come back, and only a few, but a great many have I been sent out by the government. As near'as we j can learn, the Emperor has reached Azua, but has had to fight the whole way. Business is at a dead stand —collections are very bad, particularly among the speculators. The re- j tailers pay better. Ido not want to see any more j arrivals ol provisions until the present critical state ! of affairs passes over, and when it will do so, no body knows. December 30. Since the foregoing was written, news from the j army has come in more abundantly, and it is bad j enough. I will give you tho particulars, as far as I can gather them, but you know the diwcullv of getting at political facts' in Hayti. Every Hay tion feeds as if every loud word he utters on any matter ; relating to the government, will cut his own throat; I so 1 have collected what follows by whispering ! with one and another. The army, sis you know, ; left here on the 10th of the present month. It con- \ sisted of the troops of the .South united to those of ! Port au Prince, aiul these were joined at Mirabelais I ; by the troops of Gonaives and St. Mare, numbering I s in all about twenty-three thousand men, indepen'- i : dent of the army of the North, commanded bv I j General Paul Dueavette, of some seven thousand, j j which rendezvoused at a small town near the lines, i ‘ where they still remain, for all we know to the con- I i trary. From Mirabelais, a detachment of about four thousand was ordered to take a southern road, with ! a few provisions, and to rejoin the Emperor near i Azua. All we know of them further is, that soon ' ; after crossing the lines, they were met by a body of Dominicans, when the regiment of Jaemel, i ; which was in advance, broke at the first fire, and 1 precipitated themselves on the rear, which caused 1 j a general rout. They were commanded by old , General Garat, of this place, said to he the best • cavalry officer in the army, who, with several of | his officers, was killed oil the spot. The troops | have gone where they please. But the great mis- j ! fortune was with the main body, under the Etnpe- j j ror, consisting of about eighteen thousand men, I which took the road to Las Oaobas. When near I j this place, in an open field, but near a piece of I woods, they came upon a body of Dominicans of about four hundred men, with a cannon. ' The order of march of the Emperor’s troops at 1 the time was as fallows: The advanced guard wan commanded bv Gen. Valentine, [a Dominican refit ' gee] with old Gen. Thirionge, of Port an Prince, on ; 1 the right, and the Aux Caves troops oil the left, in all above two thousand men. The advanced j 1 guard continued to move forward until w ithin gun- i shot of tlie Dominicans, when they made a halt, and cried, “ Vive l’Empereur!” several times, amt were as often answered by the Dominicans ; bu: : for whom the latter hurraed, nobody seems to 1 know. The Dominican commander then advanced : ; in front of his troops, and Valentine did the same to meet him. After talking some time, (what tliev 1 said is not known,) they separated, each returning j to his troops, but on the way the Dominican tired his pistol, when the Aux Caves troops commenced firing, without orders, on the Dominicans, who re turned the fire. A considerable number of Haytiens i . ware killed, and Valentine and Thirionge were : j both wounded, but escaped. Meanwhile, the AnxCaves troops, throwing awav | their guns and baggage, continued their retreai, turning and carrying along with them other troops, i until finally the greater part of die army had ta ken to flight, leaving the Emperor and his staff al most alone. Valentine and Thirionge now came 1 up, hard pushed by ill-- Dominicans, when they and . die Emperor, and all with him, took into a by-path, ; and finally succeeded in getting clear off through I j the wood's, and escaping from the Dominicans. ] But the old man ran a narrow chance. They were ! once within a few feet of him, and he was only ; saved by Thirionge and other officers of his staff', several of whom lost their lives. The ' Emperor is said to have reached Bouheur, a small ; i place some sixty miles from the Cape, with about ; 1 a thousand men. The Aux Cayes troops, with • some others, have arrived Lack at Los Oaobas, to the number of one thousand five hundred. 'Where the rest of the grand army is, no one knows but themselves. This is about the amount, true or false, of wha l 1 have gathered from one and another who have : : returned. Eo you see the w>ar is at an end, but how things are going to be quieted down again 1 ' ’ do not know, but i hope for the best. Business is exceedingly bad, other prospects | worse.
