The news generally by this arrival is unimpor
tant.
The Government has officially announced in Par
liament that they hud been disappointed in the
effect of the Governor General of India's procla
mation, confiscating land in Glide.
It is stated that Sir Colts Casii'iicu. w ill be cre
ated a Peer of the realm.
The Spanish Cortes have been suddenly pro
rogued, and some of the Ministers have tendered
their resignations.
No later news bad been received from India.
Washington News.
W.ismxoro.v, May IS in the Senate to-day, a
resolution was offered and adopted, to appoint a
committee to inquire if any further legislation is
necessary to enable the President to extend all
required protection to our commerce.
The Oregon State bill was passed in the Senate
—also, a resolution adopted to pronioteasetilement
of all difficulties with New Granada, Mexico and
Central America.
In the House, Mr. J. E. Wkighi formerly assis
tant to Robkut B. Hackxcy, who was removed
for malfeasance) was elected Doorkeeper.
The civil appropriation bill was taken up. The
committee of W:us and Means reduced the ap
propriations about $1,400,"ii0.
A Mobile Ship \V recked.
N’kw ) ork, May 18. —The ship Speed, from
Mobile for Quebec, was wrecked on the 15th inst.,
about forty miles East of Halifax. Crew and car
go saved.
Growing Opposition to English Interfer
ence.
Washington, May is. There is a strong latent
feeling here against the recent outrages on our
commerce by the English cruisers in the Gulf.

New Ohleans, May Is.—Sales of Cotton to-day
5,00(1 bales, at unchanged prices. The receipts at
this point are “S.Ooo bales in excess of the receipts j
at llie same time last year, and the increase at all
the ports is ;;ii,o<v> bales. The stock on hand and
on shipboard is 2>5,00 > bales. Freights on cotton
to Liverpool 15-S2d. Exchange dull.

announces the death of R. H. Spann, Esq., w hich \
took place at Richmond, Texas, on the and of May. !
The editor says: “Our community was greatly j
shocked on Friday last, at receiving the sad intel- i
ligi'uce of the death of the gentleman whose name j
is at t.he head of this paragraph. He had gone to j
Texas on' business connected with his profession ; j
and there, »u a distant village, among strangers, !
he came to his end in a manner equally sudden
and grievous/’
Jambs 2>l. Varum, Esq., committed suicide
bv drowning hiiuself in the Alabama river, on the
unit iust. He was for a number of years a
citireu of Montgomery, Ala., and a native of Co
lumbia, S. C.
The Montgomery C rtfed r itimi, of 17th
inst., says:
"Gen. Win. Walker left yesterday for Mobile.
It is understood that he was quite sum ssful
here, and that quite a number ot influential and
wealthy gentlemen have become interested in the
movement.”

The Crops in Claiborne Parish.—The Homer

‘•The weather for the past few days has been va

A Financial Project.
The lion. David Hubbard, at the late Southern
Commercial Convention at Montgomery, made the
following report:
“ Your committee believe that an association of
wealth and capital at the South, whereby all its
powers may be combined, will add to the security
of its institutions, and greatly augment its wealth
and power.
“They recommend to the consideration of the peo
ple of the southern States the formation of a Plan-
I tor’s Union, and feel confident that if the control
ot as much as over two millions of cotton bags
can be united and placed under one head or direc
tory, that such corporation can do more to control
exchanges and freights, and keep prices up and
steady, than perhaps in any other imaginable as
sociation for the promotion of our future welfare ;
and we would be at all times ready and united in
interests, having means to sustain us against com
mercial revulsions or other emergencies.
“Your committee further recommend to the south
; ern railroad companies, and citizens generally the
consideration of the propriety of procuring enact
ments whereby they can severally or unitedly is
sue bills to circulate as money, to an amount never
to exceed one-fourth or one half of their gross
half yearly proceeds, and that all of the roads
coming into the arrangement shall be bound to
receive such bills for freights or passage money—
the head of the issuing department being required,
whenever any depreciation of said bills shall take
place, to suspend all issues until such paper shall
again be at par.
“These provisions would supply a sound circula
ting medium for this vast railroad business, now
greatly needed, and would make up, to some ex
, tent, the deficiency in capital caused by the with
drawal of so much in the construction of railroads
from other pursuits, and would lighten greatly the
pressure upon railroad companies, and give it's fis
cal agencies commensurate with all our wants—
keep southern capital at home, and secure it a
profitable investment—give security to our whole
South, and enable us to command respect in the
Union, because such unity of strength and means
would enable us to live, if need be, out of.”

Arrival of Hilly Howlegs.
The U. 8. steamer Grey Cloud, Capt. Duke, ar
rived yesterday at the barracks, from Caiose
hatchee river, Fla., with one hundred and sixty
live Seminole Indians on hoard, among whom are
Billy Bowlegs, principal Chief; Assoontvah, second
! Chief; Nokose Emathlah and Foos Hadjo, sub
t ’Lifts ; Nokus Uarjo, Ispector General; and Foos
llatchu Emathla Bowlegs, Lieutenant—with a
I large majority of all the Indians in Florida.
Col. Rector, Superintendent Indian affairs, who
is in charge of the delegation from Arkansas and
the Indians emigrating, has been quite successful
in his operations, and is unquestionably entitled to
• the thanks and commendation of the government
for the final close of the Florida war. The re
; maining Semi notes in Florida will emigrate as
soon as an opportunity is made known and offered
to them. The government has expended millions
; in carrying on a war against a few brave men,
who would never surrender to force, but who,
! through kind treatment and judicious nianage
| ment, have been induced to leave their native soil
and emigrate to the country provided for them

i The Small Pox on the Persia. —Upon the arri
val of H. B. M. steamship Persia, Captain Judkins,
at Quarantine on Thursday, the Deputy Health
i Officer, Capt. Waller, proceeded on board, aud
upon close inspection discovered a terrible case of
j small pox, winch he at once ordered to he sent to
the Marine Hospital. There was a Custom-house
officer on board, who was very desirous of getting
off to return to this city, as the Persia had been
ordered to remain at Quarantine, but Capt. Jud
kins refused him the privilege, ou the ground that
he might possibly carry with him the disease. Tbe
Custom-house official declared he would have the
commander arrested. At this time, word was re
ceived that another Custom-house official, with im- ■
portant jgapers, was wuiting on shore to be taken
onboard. Capt. Judkins refused to permit him i
this privilege, for the same reason, whereupon lie ]
became highly incensed and immediately started ;
for this city.
Upon arriving here he appeared before United !
States Commissioner Betts and made an affidavit ;
to the above facts, and desired the arrest of Capt. i
Judkins, “for refusing to obey the neutrality laws, j
by not permiting him to board the Persia with im- j
portant papers.” A warrant was speedily made !
out and placed in the bands of United States
Marshal Renders, who proceeded at once to the
lower Bay and made the arrest. Capt. Judkins
was brought to this city and taken before the
United States Commissioner for examination. He
did not relate anything pertaining to the case, hut
desired to he released on bail, which was granted
in a two thousand dollar bond, E. Cunard, Esq., be
coming his bondsman. The case will be brought j
up to-day before the Commissioners.
N. Y. Lay Book, May 17.
Hon. F. W. Pickens. —The papers state that our
distinguished fellow-citizen has chosen a w ife, pre
paratory to his entrance upon the Russian Mission.
This is admirable—none the less so that it has
taken us all here at home bv surprise. The
Shreveport Herald, noticing the fact, i the marriage
occurred in Texas, says:
“ The fascinating aud beautiful Lucy Holcombe
lias become Mrs. Pickens. They go to St. Peters
burg soon after reaching New York. May propi
tious breezes waft them over the wide ocean !”
We are instructed by a committee of ladies and
gentlemen in this vicinity to add the hope that
similar “ breezes may soon waft them back" to de
lightful “ Edgewood,” there to dispense the elegant
hospitalities ot life amid friends and neighbors.
But we are not selfish. Two years in Russia—-
then “ home again. ’ In the meantime, none of us !
entertain a doubt that the Colonel’s success in the j
Court ot the Czar will excel (if possible,) his hap
py achievement in the Court of Cupid. The best
wishes of many friends are with him, whether in !
his private or public prospective.

PLAN OK THE LOTTERY.
The Numbers from 1 to 50,000,conesponding with those Nun
hers ou the Tickets printed ou separate Blips of paper, are en
circled with small tiu tubes and placed in one wheel.
The first 457 Prizes, similarly printed aud encircled, are placed
in another wheel.
The wheels are tnen revolved, aqd a number is drawn from
the wheel of Numbers, and at the same time a Prize is drawn
from the other wheel. The Number and Prize drawn out art
opened and exhibited to the audience, and registered by the
Commissioners; The Prize being placed against the Nurnbei
drawn. This operation is repeated until all the Prizes are drawn
out.
APPROXIMATION PRIZES.
The two preceding and the two succeeding Numbers to those
drawing the first 7 Prizes will be entitled to the 28 Approxima
tion Prizes. For example: if Ticket No. 11,250 draws the
♦70,000 Prize, those Tickets numbered 11,248, 11,249, 11,261
11,252, will each tie entitled to *IOO. If Ticket No. 559 draws
tbe *30,000 Prize, those Tickets numbered 548, 649, 551, s.yj,

Slv\ljKl> PHOPOBALBto furnish naval supplies for the
fiscal year ending SOth June, 185‘J, will be received ut this
Bureau, until 3 o’clock, p. m„ of the 16th June next. These
Proposals must be endorsed, “ Proposals for Naval Supplies,
Bureau of Construction, 4tc.,” that they may be distinguish
ed from other business letters.
The materials and articles embraced in the classes named
are particularly described in printed schedules, any of which
will be furnished to such as desire to offer, on application to
the commandants of the respective yards, or to the navy agent
nearest thereto, and those of all the yards upon application to
this Bureau. This division into classes beiug for the con
venience of dealers in each, such portions will be ftirnlshed us
are actually required for bids. The commandant and navy
agent of each station will have a copy ot the schedules of the
other yards, for examination only, from which it may be
judged whether it will be desirable to make application for
them.
Offers must be made for the whole of a clasn at any yard up.
on one of the printed schedules, or in strict conformity there
with, or they will not be considered.
The cont ract will be awarded to the lowest bona fide bidder,
who gives proper security for its fulfilment. The United States
reserves the right to reject all the bids for any class, if deemed
exorbitant.
All articles must be of the very best quality, to be delivered
in good order, and in suitable vessels and puckages, as the case
may bo, at the expense and risk of the contractor, and 4n all
respects subject to the inspection, measurement, count, weight,
ike., of the yard where received, and to the entire satisfaction
of the commandant thereof.
Bidders are referred to the commandants of the respective
yards for samples, instructions, or particular description of the
articles ; and, all other things being equal, preference will be
given to articles of American manufacture.
Every offer, as required by the law of 10th August, 1846,
must be accompanied by a written guarantee, the form of
which is herewith given.
Those only whose offers may be accepted will be. notified,
and the contract will be forwarded as soon thereafter us prac
ticable, which they will be required to execute within ten
days after its receipt at the post office or navv agency named
by them.
Sureties in the full amount will be required to sign the con
tract, and their responsibility certified to by a United States
District Judge, United States District Attorney, Collector, or
navy agent. As additional security, twenty per centum will
be withheld from the amount of the bills until the contract shall
have been completed ; and eighty per centum ot each bill, ap
proved in triplicate by the commandants of the respective
yards, will be paid by the navy agent at the points ot delivery
within thirt y (lays after its presentation to him.
It is stipulated in the contract that, if default be made by
the parties of the first part in delivering all or any of the arti
cles mentioned in any class bid tor in the contract, of the qual
ity and at the time and places above provided, then, and in that
case, the contractor ami his sureties will forfeit and pay to the
United States a sum of money not exceeding twice the amount
of sucli class, which may be recovered from time to time, ac
cording to the act of Congress in that ease provided, apt roved
March 3, 1843.
Classes Nos. 1,2, 4,6, 7, to be delivered one-fourth part on
or before the 15th May, one-fourth part on or before the 20th
July, one-fourth part, by the 20th September, and the remain
der by the Ist December, losic Classes 3 and y, the whole by
tlie 15th May, 1859. The remaining classes to be delivered,
one fourth part on or before the Ist September next, oue*fourth
part on or before the Ist December next, one-lourth part on or
before the Ist April, and the remainder on or before the 30th
-June, 1859, unless earlier required with a notice of twelve
days, comprising at each delivery u due proportion of each ar
ticle. Class 10, ami all following, if additional quantities of
any of the articles named therein are demanded, they are to
be furnished on like terms and conditions previous to the ex
piration of the fiscal year, upon receiving a notice of fifteen
days from the bureau, the commandant of the yard, or navy
agent.
