Twcstv-vibst Congressional District—Demo
cratio Convention.— The Democratic Congres
sional convention for the twenty-first District of
Ohio, consisting of the counties of Columbiana,
Harrison, Jefferson, and Carroll, passed a resolu
tion that it was “inexpedient to nominate a candi
date for Congress.” This indicates a support of
an independent Bell and Everett nominee.
Another Occasion tor Rejoicing.—The Breck
inridge papers made a great ado when the Syra
cuse X. Y.) CoarUr hauled down the Douglas
flag and ran up that of Breckinridge. It has
now furnished them another occasion for rejoic
ing. having came out in favor of the election of
Morgan, the candidate of the Republicans for
Governor, and who contributed five hundred dol
lars toward publishing and circulating Helper's I
book !
The Alliance between the Bueckinhidgb and
Lincoln Parties. —The Democratic candidate for |
Mayor of Leavenworth, Kunsas, Col. JqiiN P.
Slough, was defeated by a small majority. How !
it was done will be apparent from the following :
extract from a letter written from Leavenworth to 1
the St. Louis Republican. The writer says :
“The annual c'tv election will be held to-day. A j
warm contest was made by the respective parties.
The most notable feature of the canvass was the 1
fact that the Breckinridge organ openly support
ed the Republican nominee for Mayor. X. j
The Richmond Whuj calls for either the official j
confirmation or else a denial of the following 1
paragraph, published bv the Mount Vernon Guar- I
dim :
Prior to the Baltimore convention, Mr. Breckin- ;
ridge assured the friends of Mr. Douglas, iu the j
most positive terras, that he would take the stump j
for that gentleman in every North-western State
should he be nominated.
To which the Louisville (Ky.) Democrat adds:
We have also heard the same statement from
those who heard Mr. Breckinridge make the de
duration. We have a right to demand of turn
why he declared himself in favor of a candidate
to prevent whose nomination subsequently it was
found necessary to attempt to break up the Demo
cratic party.
The Raleigh (X. C.) ShindurJ, which support s 1
the Breckinridge and Lake ticket, holds the fol- j
lowing language toward Mr. Douglas and his j
supporters:
We have no inciination to say harsh things of
Mr. Douglas or his friends. They are honorable
men and patriots, we doubt not. ‘ Mr. Douglas has
fought many a brave and manly battle for the
South—he has stood by ns in many a dark and
trying time—he has stood tu the “deadly breech’’
against the abolition hordes, aud with a giant’s
might hurled them back or scattered them, w.th
fallen crests,to the right and the left. May,our tongue
be palsied and our arm powerless before we write
or speak against such a man ! We admire him
lor his boldness and we honor him for his patriot
ism and we do not believe the Presidency could
add a laurel to the garland of fame already wreath
ed for his brow.
POPULAR SOVEREIGNTY IN THE OLDEN
TIMES.
The General Congress of the American Colonies
winch assembled at Philadelphia 1774, adopted a
declaration of rights and grievances, which two
years after formed the basis of the Declaration of
Independence. It is a most interesting document,
and may be found in the appendix to the second
volume of the hie and v/orksof John Adams, bv
Charles Francis Adams. The Portland Argus, in
mi able article, reminds us that this declaration
snows, in a striking nuinner, the similarity of tlie !
principal question at issue between the colonies
Mid brutish Parliament, to the question now at
ssue between Congress and the Territories, or be
tween ihe Democratic party, as represented bv Mr
Douglas, aud the two sectional parties, as repre
sented by Breckinridge and Lincoln. The princi
ple involved is identical. The colonies then insist
on their Constitutional right as “British sub
jects. as “ Englishmen,” to manage their local

ng to Parliament the tight to legislate in all na

were loyal loving subjects ’’of the British Crown,
