General Items.
We learn from the Montgomery Advertiser
that W. P. M. Gilbert, postmaster of
Tuskcgee, was arrested in Montgomery on
Friday, charged with instigating the late
negro riot at Tuskegee. He had fled from
Tuskegee when his agency in the affair was
exposed, and was followed to Montgomery
by the sheriff of Macon county, who applied
for a warrant to take him back to Tuskegee.
But some kind of a compromise appears to
have been agreed upon, for th c' Advertiser
says that the sheriff, after seeing the
authorities, announced that Gilbert would
be required to leave the State immediately,
ami that he was therefore released from
custody.
A chap named DeLong, whom Grant
made Minister to Japan, writes home that
he can’t live on $7,560 a year, whereupon
the San Francisco Figaro shows by the
following how DeLong is putting on airs :
Minister DeLong finds it impossible to
live comfortably in Japan on a salary of
$7,500 a year. Things must be very ex
pensive in that country. We knew Mr.
DeLong to live comfortably on a salary of
$lO a month and his hash, when he was
tending bar for John Atchison, at Forter’s
Bar, Yuba county.
The Albany News says it is probable the
S. G. and Florida Railroad will be for
mally opened uext week. The Brunswick
and Albany Railroad line is located to the
Flint, and the estimates are made up,
though the crossing has not been deter
mined on. The location westward will be
commenced in a day or two. A company
of contractors, with Colonel B. G. Lockett
at its head, is ready to contract for the line
tom the Alapaha to Eufanla, and we dou'ot
not. the papers will be signed this week
or early next week. The grading from
Waynesboro to the Alapaha is progressing
vigorously.
Troy, Alabama, now lias steam com
munication with Columbus. The laying
of the rails were completed on Thursday.
A turn table is being placed in position
and side tracks built, and by next Wednes
day the regular passenger trains will com
mence running to Troy. They have been
connecting with the construction train for
some time. The road is now 83 miles long.
Cotton blooms are quite plentiful on the
plantations around Albany. One field of
one hundred acres is knee high. The News
says : “ Our cotton crops generally are in
good condition, but our grain and grass
crops—in the west —are said to be very
poor Many planters are seriously calcu
lating the cost of transferring their grain
planting another year from the Northwest
to their own fields In Southwest Georgia.”
It is no secret that the Czar is mad—
medically mad—and that lie is unfit to
reign. He is the victim of a strange illu
sion. He supposes himself to have mur
dered his father, Czar Nicholas, who died
so unaccountably, and so opportunely,
during the Crimean war ; .and Alexander
11. thinks he sees the old gentleman’s ghost,
and is as much annoyed as Hamlet was
when his paternal parent made night
hideous by his impolitic practice of revisit
ing the glimpses of the moon.
Selma, Rome and Dalton Railroad.—
At the stockholders’ meeting of the Selma,
Rome and Dalton Railroad in Patonia on
Thursday, the President reported that
Congress would ratify the grant of lands
made to the Alabama and Tennessee Rivers
Railroad. The sale of the Ashley branch
road was ratified. 11. 11. Delano, of New
York, was elected President; W. A. Mur
dock, Wm. Paton, I. 11. Knox, C. D. A.
Dambmanu, T. J. L Flint, and John T.
Agnew, of New York ; Levi W. Lawler, of
Mobile ; A. G. Mabry and John W. Lapsley,
of Selma, and Daniel S. Priutup, of Rome,
Board of Directors. The following was
also adopted:
Whereas, At the recent fire jn Selma,
the books of the company were destroyed,
and some stockholders ha' r <; lost their cer
tificates of stock;
. Resolved, Tb°f the Executive Committee
of the Board of Directors are hereby em
powered and instructed to hear and deter
mine all applications for duplicate certifi
cates of stock, reporting their action to the
Board tor confirmation, by whose order

TO AMEND THE THIRTIETH SECTION
OF THE GENERAL ORDINANCE OF
THE CITY OF AUGUSTA.
Section L Be it ordained by the City Coun
cil of Augusta, and it it hereby ordained by the
authority of the same, That from and after the
passage of this Ordinance, the First Paragraph
of the Thirtieth Section of the General Ordi
nance shall be so amended as to read as fol
lows :
“ No person shall keep on his or her prem
ises any nuisance to the annoyance of his or
her neighbors, or injurious to the public
health. Any person so annoyed may com
plaiu to the Mayor or any Member of Council
from the Ward iu which such nuisance exists,
who shall require an abatement of the nuisance
within twenty-four hours, under a penalty of
not exceeding Twenty Dollars per day lor
every day such nuisance exists after notice
given to remove it. Aud should anything be
found in any lot which is a nuisance or injuri
ous to the public health, in the judgment of
the Mayor, the Health Committee or the Chief
of Police, the occupants of said lot shall be
notified by any of the said parties to remove
the same; and if the said nuisance is not
abated withiu twenty-four hours after such no
tice, for every day following the person or per
sons on whose premises it remains shall, upon
conviction before the Recorder’s Court, be
fined in a sum not exceeding Twenty Dollars.
Sec. 11. And be it further ordained , That all
Ordinances and parts of Ordinances militating
against this Ordinauce he aud the same are
hereby repealed.

An Ordinance
TO REGULATE THE RUNNING OF CARS
THROUGH THE CITY OF AUGUSTA.
Section I. Be it ordained by the City Council
of Augusta, and it is hereby ordained by the au
thority of the same, That from aud after the
passage of this Ordinance, it shall not be law
ful for any Railroad Company to run any Lo
comotive Engine, either with or without cars
attached, through any of the Streets within the
corporate limits of the City of Augusta, at a
greater speed than live miles per hour, and
without said Locomotive Engines are preceded
by a flagman.
Sec. 11. Be it further ordained, That for
every violation of the preceding Section of this
Ordinance, there shall be imposed upon the
parly so convicted a flue of not less than One
Hundred Dollars.
Sec. 111. And be it further ordained. That
alt Ordinances and parts of Ordinances militat
ing against this Ordinance he, and the same are
hereby repealed.

City of Augusta he amended by adding thereto
the words: “ Without permission from the
City Council ol Augusta, which permission
may be revoked at the pleasure of Council.”
Sec. 11. Be it further ordained, That the ac
tion of parties who have erected signs with
.the permission of Council be legalized, subject
to the right of Council to revoke said permis
sion.
Sec. Ilf. And be it further ordained, That all

got it upon easy terms, I shall use a great deal of it. -
I am aware that the use of such articles is contrary to
the teachings and practice of a great n ajority of the
regular line of M. D.’s, but I see no just cause or good
sense in discarding a remedy which we know to be
efficient, simply because we may lie ignorant of its
combination. For my part, 1 shall make it a rule to
use all and anv means te alleviate suffering human

may have learned its effects first, and secured the sole
