OVERSEERS OF PLANTATIONS.

SPECIAL EXEMPTIONS.
“Also, a regiment raised under, and by the au*.

such service; and such other persons as the .Pres
ident shall be satisfied on account of justice or
equity, or necessity, ought to be exempted, are
hereby exempted from military service iu tbe ar
mies of the Confederate States; provided, that tbe
exemptions herein above enumerated snail only
continue whilst the persons exempted are actually
engaged in their respective pursuits or occupa
tions.
“Sbc. 2. That the a:t “entitled an act to exempt
certain persons from enrollment for service in the
armies of the Confederate States,” approved the
21st April, 1862, is hereby repealed.

Marine Corps.

this Act, any peison subject to enrollment for {
military service, under the Acts of Congress pro- j
viding for the public defence, shall be permuted
to enlist in the Marine Corps at, any time prior to

States: Proi\d*U, That the number of men so
enlisted does not increase the Marine Corps be
yond the strength authorized by law
(Sue 2. That if any person has been, or is about
to be enrolled for service in the army, shall, at
any time before being assigned to any company,
declare to the enrolling or commanding officer
that he prefers being enrolled for service m the
Navy u r Marine Corps, it shall be the duty of the
said officer to enroll such person for the service
which be may prefer, and to transmit to the Sec
retary of the Navy a list of the persons so en
rolled.
{Sec. 3. That from and after the passage of this
Act, the pay of sailors and marines shall be in
creased tour dol.ars per month.

The Congress >f the Confederate States of Ameri
ca do en set, That all persons subject to enrollment
tor military service may be enrolled under instruc* !
tijns from the War Department, and reported by
tbe enrolling officer wherever found, whether
within the State or county of their residence or
not; and wheu so enrolled, shall be subject to the
provisions of lav as fully as if enrolled within tbe
county and State of which they may be residents:
Provided, That this Act shall not extend to any
member of a military organization under any State
law, while he remains in actual service without
the hmue of his State: And provided farther,
That the President is authorized ro suspend the
execution of this Act as regards tae residents ot
any locality wberc he may GDd it impracticable to
execute tbe Act entitled “an Act to further
provide for the public defense,” approved April
16th, 186$, und the Act to amend the last mention
ed Act, approved September 27th, 1862.

An Act to amend an “Act to pro vide, for the pub-*
lie defence,” approved 6th April, 1882
The OviQ’tS' of the Cons derate States of America
<i-> 'imct. That the President be, and he is hereby
authorized, to call out and place in the military
service of the Contederate Stales, for three years,
unless tbe war shall have been sooner ended, ail
white men who are residents of the Confederate
States, for three years, unless tbe war aha ! have
be-n sooner ended, all white men who are not at
such time or times legally exempted from military
service, or such parts thereof as, in his judgment,-
may b; necessary to the public defence, such call
or calls to be made under the provisions and ac
cording to tbe terms of the act to which this is an
amendment. And such authority shall exist 10
t'ae President during the present war, as to all per
sona who now are, or who may hereafter become
18 years of age; and when once enrolled, ail per*
sous between the ages of 18 and 45 years shall

President, in calling out troops into the service
ot the Confederate States, shall first call tor

The undersigned has been detailed to procure
and convey to the camp, in Northern \ lrgima,
c’othtng, and shoes, and blankets, for the several
companies composing the 43ffi Regiment Georgia
Volunteers,aud will visit Waynesboro ca Saturday,
Bth inst.; Warrenton, Tuesday, 11 th inst.; Glass**
cock Thursday, 13th lost., and Thomson. Satur**
dav, 15th inst. ; and he trusts the friends of the
suffering soldiers of this Regiment wilt be pre
pared to meet him with liberal supplies.

The Little Rock True Democrat says a lady
living near Ozark, Ark., with an axe a saw. a
chisel, and an anger, made herself a loom out 01
oak rails, upon which she now weaves eight yards
of cotton cloth per day. The cloth 18 made for
army purposes.

j Richmond, Va., Oct. 31.—The London Army A
| Navy Gazette, of Oct. 11th, says ; “It is believed
oat Lord Lyras, who is expected to return to
j Washington in the course of this month, will be
j piaced in a position to define the course and views
of'Her Majesty's Government, without any un*
! certainties or doubts, in new of the various
I phases which the contest :a North America may
assume; and that the Ministry have arrived at
■ pos.tive conclusions, and have determined their
policy in reference to the affairs of the U. States,
before his Lordship returns to his post. The views
of Russia are. it is believed,, assimulated to those
vhtch the march of events, ana the inexorable
\ logic of accomplished facts placed broadly and
clearly before the Government of the Queen, and
that of His Imperial Majesty.”
LATE FROM MIDDLE TENNESSEE.
Chattanooga, Tens., Oct. 80th. —The Nashville
(Tenn.) Union, of Oct. 26th, has been received.
It says that Gen. John Morgan is again at work
on the Nashville A Louisville Railroad, destroying
bridges, Ac.
There is a tumor at Murfreesboro’ that General
Morgan is at Gallatin. Tennessee.
LATE FROM MISSISSIPPI AND IEE NORTH
Mobile, Ala., Nov. Ist.—The following is a
special dispatch to the Mobile Advertiser A Reg
ister :
Holly Spring*, Miss , Oct^Sl.—Surgeon Bond,
of Gen. Price’s army, who wa3 left with our
wouaded at Corinth, returned here to day in Ro
seacracz’s ambulances, fie left 400 of our wound
ed at luka, aod 200 distributed -n the country.
They are well fed and cared for. and 20 Conted
erate Surgeons are with them. Rosencranz has
oeen very attentive to our wounded, and declares
that sych fighting was never equalled, and that
arch brave men are entitled to every attention.
The only thing which they require is clothing, of
which thev are in need. 300 suits will oe seat to
them.
Kosencranz, in tears, met our surgeons after
the battle of Corinth, and expressed his regret
that such brave men should suffer so severely
His Adjutant declared that had Price’s command
been supported, or the other troops handled as
well, the Con federates would have held Corinth.
Finding that our troops had ga.ned the centie of
the town, his ordnance ouildmgs were tired, and,
with difficulty, extinguished,after Green's brigade
fell back for want of support.
Surgeon Scott,who was impnaoifed at St. Louis,
Mo., has returned to our lines. T *
Sknatobia, Miss., October S Ist.—The Memphis
(Tenn.) Bulletin, of Oct. 2£th says that Generaj
Buell has been relieved of the command of the
Onion forces in Kentucky, and .Roaencranz has
been appointed tn his stead.
JACKSON'S MOVEMENTS ON THE POTOMAC.

Knoxville, Oct. 22.—The Lynchburg Rtpubli
i can of the 26th inst. contains a letter from Jack
son’s army, dated Bunker Hill, 23d. It says the
destruction of the Baltimore and Ohio Road is
confirmed. Thirty miles of the track were de
stroyed writhin three a* lies of Harper’s Ferry;
also many valuable buildings ot tne company.
The Abolitionists are stilt .u strength at Har
per’s Ferry, and cur pickets within five miles-of
them, and on the Potomac opposite Williamsport,
Md.. and at Shepherdstowr., Va.
The depth of snow at Knoxville was tour

NEWS FROM KENTUCKY AND TENNESSEE •
BUELL SUPERSEDED 3Y ROSENBRANZ.
Chattanooga, Nov. I.— The Louisville Journal
ot the 27th says a dispatch from Washington an
nounces that General Buell has been superseded
in the command ot the Federal army :n Kentucky
bv General Rosencraoz, and says it :s very unfor
tunate at ihis juncture, wnea everything is in
readiness to relieve Nashville, as the change will
necessarily delay movements towards Tennessee*
The Journal acknowledges that Buell Las iost the
confidence of the army and people.
Morgan, who retreated from Cumberland Gap,
has also been relieved.
From articles in the Journal, It does not appear
tnat Buell’s main army had started towards Nash
ville, but bis cavalry were a.t bowling Greeu,
endeavoring to meet Joan Morgan in South Ken
tucky.
LATE FROM VIRGINIA-
Richmond, Va., Nov. 2d.—A detachment of the
loth Virginia Cavalry attached a Federal railway
train near Manassas Junction, on Friday last,-
destroying it and captur.ug 96 prisoners, who are
now at Gordonsville.
A Cavalry expedition .as: week proceeded
down the Peninsula to capture the negroes who
murdered Messrs. Graves and Shiver, but the ne
groes had gone to Fort Magruder below Williams*
burg.
The enemy at Williamsburg hue been reina
forced.
Alabama Legislature.—ln the Alabama
House of Representatives, on the 30th of Ost. the
following bills were introduced:
To discourage the growth of cotton— giving
500 pounds to the hand, and levying a tax of 15
cents per pound on all grown over that amount.
Authorizing the issue of 11,000,000 of State
Treasury No*e3, of the aenvininations of |1 and
less, with a view of driv.ng out of circulation a
large amount of shißplastere. This bill was
adopted.
A bill forbidding foreigners from following any
trade, or profession, or business, in the State
This bill was introduced bv Mr. Starke, and, says
the Montgomery (Ala.) Mail, was warmly seconded
by Mr. Langdon, df Mobile. Mr. L. stated that to
his knowledge there were now ever live hundred
domiciled foreigners m Mobile, who were not
oalv citizens, but who had sworn themselves in
oaths of allegiance to other foreign Powers,
Prinees, or Potentates. He wanted them to be
ordered to leave the country? and that at an
period. A heavy fine of SS'JO waa included in the
bill on those who remained without taking the
oath of allegiance to, and doing military service
for the Confederacy. , .
A bill was also introduces .or cue

cation. The bill provides a penalty 0 f two years’
imprisonment in the penitentiary, of any person

wheat. It also imposes a fine of one hundred

COTTON.—There been some inquiry for cottor during
the past week, at prices ranging from la to 17c. ¥> ft.
BACON‘—There is no Bacon in the market, and prices are,
therefore. merely nominal.
COFFEE.—The stock of Coffee is very light. It is quoted
at $2 50 3b, and upwards.
DOMESTIC GOODS—We have but little change to note
in Domestic Goods. Prices fluctuate a little, but always re
mah. hi*h enough,
FLOUR.—There is not much Flour in the market, and
prices tend upward.
GRAlN.—There is very littie grain in the market, and price*
remain unchanged.
NAILS.—Nails are scarce.and press a ivancing .
AUGUSTA FACTORY GOODS.—The following are the
