Kichhoko, August 19.—Northern dates of the
17th state that D.x has issued an address to the
citizens of New York, imploring them to preserve
order, and not to offer resistance to the draft. .lie
warns the public that ample preparations have
been made to vindicate the authority of the Gov
eminent by military force. The quota to he
drawn is 2,000 for each district, which is less
than the number previously called for.
A correspondent of the Philadelphia Press
says that indications of another riot are observ

for a mass meeting of the citizens of the 10th
ward, lo form a regiment of National Guards, to
be placed at the disposal pi the Governor, to re
pel a foreign foo or to maintain the rights of the

Richmond, Ang. 19.— A communication from
Robert Tyler, Register of the treasury, published
in the Sentinel, says: The whole amount of
Treasury notes issued since the (Joverment went
into operation, is exactly six hundred and twen
ty.four millions—of this, one hundred and twenty
six millions have been funded in bonds and
slocks- about one million has been cancelled.
Tbe whole public debt, including Ihe European
Loan, does not quite reach eight hundred and
forty million, against which must be charged all
cotton and other ossetts now held by the Govern
ment. Entire inteiest on tbe public debt does
uot exceed twenty-three millions.
Reports from the Rappahannock continue to
represent Meade’s army receding towards the
Potomac.
Several ministers and laymen who are of opin
ion that heretofore there has been 100 much
preaching and too little praying on last days, and
appreciating the position of our country, desire
and request it lo be communicated that discourses
be dispensed with on Friday, und at 11 o’clock
that the people assemble everywhere for prayer
and for bumbling themselves before God.
