As all effins to procure the suporersion of this
system ot moral robbery and plundering, in a
portion of the rttats almost desimte of the sup*
plies, has failed, 1 deem it the duty of the Levis*
lature to take the matter into its own hands and
protect its own people.
To this end, I recommend the passage of a law,
making it felony, to be punished by ten years im
prisonment in the penitentiary tor any person,
claiming io act as a Confedeiate offic-r or agent,
to impress the popbrty or any citizen ot this 8 ate
in notation ot theactoi Congress; or to rem-eto
allow the ou>x a ail the nghtsgi r«n by the act of
Cengress. And if any person should profess to
ba au officer or agent of the government, with
pswer to make impressments, who has not such
authority. 1 recommend that the act make it the
duty of court to sentence such pc-r.-on to receive
thirty'dine lushes upon his bare back, and to bi
imprisoned ten years in the penitentiary, I also

send an officer or agent into any county in the
