Postmaster General has decided
that all postmasters are liable to the

It is now claimed that the bonds of

if there be anything in the constitu
tion which entitles a man to carry
pistols in his pockets, and to lire
them off when revenge, or passion,
or his own idea of safety demands,
the proper way is of license such

advertisement thereof, in two or
three journals, where such a battery
resides, and that it is ready to snap
off at any time.
Certan Cure for Broxcuits.—A
gentleman who has tried it with cu
tire success, says the Sandersvillc
Herald, gives us the following as a
certain cure for bronchitis: Half
pint of honey, half pint of Jamaica
turn, one-fourth of an ounce of oil
of tar; shake well together, and
take one teaspoonful three times*a
day, or often as the cough is trouble
some. '
. The first twenty miles'of the
North and .South Railroad, from
Columbus to Rome, have been fin
ished, and examined-, by the State
inspectors.

The United States Supreme Court
hUs decided a somewhat important
case in tho suit of Perfiaru vs. Way.
Tiic point is, tbat-wherc a debt ex
ists. payable by promissory note,
ownership in the debt and claim
cannot be transfered -by legal pro
ces of execution unless ihe note
accompanies the sale and is delivered
to the pnrshaser. According to the
opinion of many, a .promissory
note is not a debt, but an evidence
of debt. Tho liability exists with
out reference .to the paper upon
which the proof of tho'obligatiorf is
w ritten. If the note should be des
troyed, tho factfthat'tho debt is due
mor&ly could not bo destroyed w ith
it. This would be the case, un
doubtedly, in regard to ordinary
contracts, tbo terms of which might
be established by Prom
issory notes in commercial transac
tions carry the debts with the paper
upon which the note is written if
the transfer has been accord
ing -to tho teams of the law-.
The particular case to which we
refer came up on a note which was
held bv a person who Rad joined
the rebellion. The prooi’3 \v.i3 in
the nature of a confiscation, and
the debt was attempted to be sold
without the possesion of the note.
The claim was bought by t ie debtor
and maker of the note, who ihereby
supposed that his obligation was
discharged. This is ilerceu by the
decision of the court, which thus
establishes a docti'i.ie as cuiious as
it is important.

of the country, led us to throw out
a lew hints upon its probable effect
upon the total production of the
State. Since that time some valu
able suggestion's have been made
to us, by a gentleman who has had
a bioad and varied experience with
| he planter. Befening tu the sub
ject the querry comes up, :.i eThese

is important to the iariuer to know
w helher t!ur majority tu fires occur
at midnight'or while ginning. If'
at midnight, the cause is very obvi
ous; if during, or shortly alter gin
ing, then the cause ianst be. sought
elsewhere. When a fire occurs
while the mill is in oper
ation, it is attributed, at once,
to some concealed match. In nine
eases out of ten, this is a wrong in
ference. By far the larger propor
tion are due to friction. And how ?
Why plainly iu this way : Tlie ma
chinery is oiled ; the lint flies like
snow ; it settles upon the revolving
spindles and clog the machine, fric
tion results, and iu a few minutes
ignition-takes place.
The importance then of giving
special attention to this question of
lubricants, will be seen at once.
Oils should be avoided—no kind of
oil should be used—nothing but
tallow or suet., and even then spe
cial'care should be taken to protect
the boxes. They should bo exam
ined frequently By attending
properly to this, we doubt not that
many fires qjiu bo avoided.
With all his care, however, the
farmer is, after all, at theniercy oft lie
negro, who may harbor a revenge
ful spirit Ibr months before he
burns. The prudjj.nt farmer, there
fore, will take care how he gives
offense, will avoid contention, will
conciliate as far as a just regard for
his own manhood will allow.. The
negro is revengeful like the Indian,
and some desperadoes as treacher
ous and as savage. The planter
would not*iiinecessarily cross the
path of a vicious animal, why should
ho that of the negro. But the plan
ter will bind his greatest safeguard
•in making it to tho interest of bis
hands to aid in the protect on of the
crop.. Stow the negro’s bale at the*
bottom, and it will act as an afnulet
in warding oft* danger from the bales
oft he land owner.

reporter that he will not attempt
to prove at his new trial that Fisk
shot himself. He is. good enough
to say that he did shoot Mr. Frisk,
and that the minor that he shot
himself is “ridiculous.” In fact,
