The Augusta News-Review - June 21. 1973.
From The
Block
To The
Hill
It was written last week
(local article Wed. June 13,
1973) that, Richmond County
Commission Chairman Norman
Simowitz said, the county had
committed its revenue sharing
funds to a two prong capital
improvement plan.
The article also pointed out,
that Simowitz and
Commissioner Madison Woo
had heard of some special
revenue sharing funds were
coming to the county, but
could not explain the source or
congressional act that would
provide the.
This lack of knowledge
would be the essence of
comedy, but for the fact
humor does not aid or feed
poor Richmond Countians.
1972 United States Census
Bureau statistics show that of
the 162,437 residents of this
county, 20.1 percent are poor
people. This would mean
28,797 poor folk in all.
Os this amount 15,962 are
receiving welfare benefits from
the Aid to Families With
Dependent Children (AFDC).
Os alarm to this column is
the 68 percent of all poor in
this county are Black people.
What this amounts to is that
poor white and poor Black
Richmond Countians have
little or no meaning to the
Chairman Norman Simowitz or
to the Republican faction of
the commission.
This bears out all initial fears
of Federal Revenue Sharing
Funds, it wasn’t intended to
help the poor.
Long has been the affluent
cry OEO programs only fill the
pockets of bureaucrats and
doesn’t get to the poor people.
This never proved to be true.
However the six figure
recreation center in West
Richmond County Speaks for
itself - it was funded through
General Revenue Sharing
Funds.
How many poor people will
benefit from that?

CENTURNARIAN:
Upon learning of the feats of
106 year old Larry Lewis, a
long distance call to the
Chicago Tribune vertified the
following: Lewis runs six miles
every morning at 4:30 AM. He
has run seven miles in
forty-one minutes and
seventeen seconds (May 20,
1973).
It was also learned that
Lewis joined the P.T. Barnum
Circus seven years before Baily
teamed up as an airialist.
Yes Larry Lewis is 106 years
old and was born in an area
that is now known as Pheonix,
Arizona sixteen years before
that state entered the Union.
Lewis now resides in San
Francisco and says he lives long
by exercise and good eating
habits.
One last note of interest
about Lewis is he toured with
he great escape artist Harry
Houdini (Eric Wise).

MINI-BIKE TICKETED???
Yes it sure happened,
unbelievable but true right here
in Richmond County.
Seems as tho Waymond
David (Paul) Leverett was
taking his son’s mini-bike out
of his back yard to a local
service station. Well he never
got there. Richmond County
deputy A.E. Gormley gave him
a ticket for driving without a
helmet and no tag on the
vehicle. Says Leverett, “Man,
this is the first time I had it out
of the yard. Its my son’s and I
don’t allow him out of the
backyard with it.”

ALL WHITE ALL MALE
JURY AQUITTS TWO
BLACKS FOR THE FIRST
TIME IN RECENT YEARS
By R.L. Oliver
An all white, >all male,
Richmond County Superior
Court Jury in an
unprecendented almost
historical move acquitted two
black youths of armed robbery
and aggravated assault charges.
This is the first time in
recent years that a Black
person has been given a
favorable decision, by an all
white jury.
Blacks being tried in felony
cases usually are slapped with
sentences, and hung juries
hamper them in most civil
cases.
However the two youths,
Donnell Johnson of 1105 Kent
Street and Bernie Oliphant of
2007 Grand Boulevard were set
free.
A third defendant Alvin Way
had pleaded quilty to the
charges stemming out of the

FREED ON ONE CHARGE
BY DA. ACCUSED
ROBBER-RAPiST OUT -
WEAR-HOUSE MANAGER
SHOCKED
By R.L. Oliver
Mod Pants store manager
Chris Williams of the
Wearhouse on Central Avenue
appeared shocked when he
learned that one of the accused
trio who robbed, raped and
pillaged his store are out on the
streets again.
Said Williams, “1 don’t think
they should be on the streets. I
think the Augusta Police
Department should have
notified the proper people.”
Williams is refering to
Bernice Oliphant of 2007
Grand Boulevard, who was
aquitted of armed robbery and
aggravated assault charges by a
Richmond County Grand Jury
and immediately set free by
the District Attorney’s office,
even though there are other
major felony cases pending
against him, one of which is
the West Central Avenue mod
shop.
In an effort to clear the air
regarding this matter on how a
man can be set free from one
charge, with another major
charge including rape pending,
Richmond County Sheriff Bill
Anderson who told this
reporter, “The pending charges
were committed in the city and
the Augusta police department
never officially placed any
charges against Oliphant with
my office so we have not
picked him up.
“There are two ways to
follow up in cases like this, one
is the city police can register a
warrant with my department

so we can be notified, and the

get the individual indicted.”
The sheriff went on to say,
“None of these procedures
were taken. I have not been
informed of any additional
charges against him nor hes any
warrant been registered with
this department.
Oliphant was aquitted and
since no other charges were
registered aginst him, the
District Attorney set him
free.”
If and when these other
charges are filed with my
department we will pick him
up.
Williams dismayed by all of
this said, “I sure think the
Augusta Police and the District
Attorney should do something
about it. Bob Spinx an
employee at the time was
really hurt during that robbery,
he was knocked silly.
And the young ladey who
was assaulted will probably
never get over it.
Why should local merchants
be at “the mercy of this type
of vicious element?”
GARY L. JONES INVOLVED
IN TWO MISTRIALS FOR
TWO SEPARATE CASE OF
RAPE IN LESS THAN A
MONTH
By R.L. Oliver
Gary L. Jones (the Lendell
Hunter look alike) has been to
trial twice in less than one
month, for two separate cases
of rape, and has been the
object of two mistrials.
Last May Jones was being
tried for the February 6th
assault of a woman behind the
Trinity On The Hill Methodist
Church when a descrepancy
caused a mistrial. Apparently a
jury panelist, Cyril J. Bannick ,
claimed he was unaquainted
with the victim and her
relatives. He has since been
indicted on a charge of perjury
by the May session of the
Richmond County Grand Jury.
On June i 4th, Jones was
back in court, to stand trial for
a second charge of rape, in
connection with the assault of
a West Wrightsboro Road
woman.
Three witnesses testified
that Jones was home during
the incident.
The woman under cross
examination picked a suspect
out of the mug files who
looked somewhat like her
assailant, but later learned he
was in the penitentiary at the
time. A few months later she
called the Sheriffs Department

WARRANTS SWORN OUT
AGAINST TWO ATTORNEYS
WHO ATTACKED NEWSMAN
Warrants of simple assault
and simple battery and abusive
language have been sworn out
against two Augusta Attorneys
by Channel 6 newsman Jay
Mann.
The two attorneys John
Fleming and George C.
Nicholson had warrants sworn
out against them before Civil
Court Judge Oliver K. Mixon,
Friday June 15th charging that
attorney Fleming shoved and
struck Mann and attorney ,
Nicholson grabbed him by the ’
throat and hit him.
Mann was in Superior Court
shooting slides during
swearing-in ceremonies for
lawyers recently admitted to
the bar. According to witnesses
Fleming said to Mann, “Don’t
take my picture,” and moved
across the courtroom for him.
Other witnesses stated that
later in the corridor outside of
the courtroom, Nicholson held
Mann to the wall and accused
him of harassing him.
The warrants have the name
of seventy witnesses including
those of three Richmond
County Superior Judges.
Both attorneys posted bonds
of $l5O on each of the six
warrants sworn against them.
