Whether the current practices of our local governing bodies continue will depend on how concerned our public becomes about the situation. Leo “Cap” Cotter Maxwell House, _ Age I 1002 Greene Street EDUCATION: Sacred Heart Elementary School - Richmond Academy - Belmont Abbey and Junior College of Augusta. OCCUPATION: I am a licensed real estate salesman. ADDITIONAL TRAINING AND EXPERIENCE: I have experience on the Richmond County Board of Education -1 have attended city council meetings for a year in the capacity of a concerned citizen. I have attended the county commission meetings about one half the time in the past year. I am a past Asst. Instructor for the Dale Carnegie Class (How to Get Along with People) and I am a member of the Augusta Toastmasters Club (teaches how to communicate). I have a strong desire to serve my fellow man. I am up on current affairs by attending these meetings and I won’t need any “warm up” period when elected to council. I have the time and energy ISSUES: 1. CONSOLIDATION - If our good citizens keep moving to the county, let’s face it we won’t have any city - at one time Augusta had a population of 89 thousand - now it has a population of 59 thousand. 2. PAY SCALES FOR CITY EMPLOYEES, INCLUDING OUR POLICEMEN AND FIREMEN - why should the backbone of our nation (the middle class, American Christian family) have to have the father “moonlighting” and the mother working to make ends meet? This has far reaching effects when you consider the kids are left home alone. 3. THE PROPOSED LAW ENFORCEMENT CENTER (CITY & COUNTY) - Without up to date facilities here again we will have no city. We just can’t fight crime with what we have. Eight cars covering Richmond County at night. As large as Richmond County is, it is ridiculous - and Augusta withits antiquated equipment, it’s awful. RAILROADS - city officials, civic leaders and general public are concerned about our railroad problems. The federal government expressed concern also. What participation from the city and state? I feel the railroads should help financially. The full burden should not be on city, state and federal governments. 2. LAW ENFORCEMENT CENTER - Police headquarters and city stockade are in deplorable conditions. Since County Commissioners have turned down the Joint Center, 1 feel further study should be made by the Public Safety Commission and recommendations be made to council for action. The question is “Should the city move now or wait on consolidation?” 3. PUBLIC HOUSING - Need more housing for elderly and poor people, in view of urban renewal in the Twiggs Street area, housing is needed for the people in this area. Willard W. Prior Age 52 955 Heard Avenue EDUCATION: Born in Toccoa, Georgia, educated in Winston-Salem, N.C. and graduated from R.J. Reynolds High School. He received medical laboratory technician training in the armed forces and later had a two year course in hospital administration. Mr. Prior came to Augusta in 1952. OCCUPATION: Director of Procurement and Materials Management at the Medical College of Georgia. He served for five years as Sight Conservation Chairman, earning the Extension Award for organization work in the Garden City Club. He served three years as Zone Chairman, two terms as director, and was elected 3rd Vice-President, 2nd Vice-President, Ist Vice-President and President. He served as secretary and bulletin editor, key member, and three years as District Committee Chairman. He has served as Deputy District Governor of 18-F and District Governor. He was primarily responsible for the establishment of the Eye Bank of the Medical College of Georgia. These three items are of uptmost importance in making Augusta a progressive city. We have many things that I am vitally interested in, such as, consolidation, housing, and fair wages for city employees. With the help of the Department Heads, Employees, and members of Council, I know we will suceed in our effort in improving our city. I have confidence in the Coliseum Commission. I know their contribution in the preparation and plans of a new Civic Center and Coliseum will benefit all the people. These facilities are long overdue and will make Augusta very competitive in bringing conventions and top flight entertainment to our city. It will also add to the cultural life of Augusta. 1 want to be your candidate, a candidate that will represent all of the people and be available to each of you for all problems regardless of how small it may be. There have been many blind comers cleared. Have cleared many sidewalkes to make them safe for the school children . I will continue this work. Have tried to up grade the police department. Have tried to up grade the fire department. Have tried to up grade the garbage pickup and trash. CONSOLIDATION I feel that is the only way Augusta can grow is with consolidation. 2. SEE THAT WE GET BETTER STREETS IN AUGUSTA that are not going to be paid by the Bond Issue. I think that the trees should stay in the center of Central Avenue, but the street should be repaired and resurfaced. Wrightsboro Road should be widened to four lanes so it can take the in coming and out going traffic to Bobby Jones Expressway 3.
