I know I can be an asset to the community by serving on City Council. OCCUPATION: Fully retired, effective October 1,1973 ADDITIONAL TRAINING AND EXPERIENCE: As a former school teacher I feel I am better able to communicate with the young people than a large number of adult*. I worked 10 summers in professional baseball as an umpire in various leagues throughout the Southeast. During my years in the Marine Corps I served as PX officer and in that capacity had to deal with purchasing, supervision of personnel, bookkeeping and dealing with other businesses and the public. ISSUES: 1. The first and foremost issue confronting Augusta today is CONSOLIDATION or UNIFICATION. When elected to Council I shall work diligently with people who have this same goal in mind so that Augusta will become a progressive city. A community must move forward or go backward. I firmly believe that all of the people in the county and in the city will benefit tremendously when we attain consolidation. 2. The second most important issue is the NEED FOR A NEW LAW ENFORCEMENT CENTER. I shall do everything I possibly can to make this a joint city and county operation. If a joint operation cannot be effected, I shall work toward one for the city. The center now being used is completely outdated and no longer efficiently serves the needs of Augusta today. 3. Although the RELOCATION OF THE RAILROAD TRACKS which cross many of our streets is an old issue this fact does not detract from its importance. I believe each person who has been delayed in traffic because of trains will agree every conceivable effort should be exausted to alleviate this problem. Knowing that the present administration is working toward this goal, it will have my full support. Low Rent or low cost housing in blighted areas, providing this does not destroy the neighborhood and that the residents of those areas are not disturbed or expelled for mercantile or business uses. 3. CONSOLIDATION - I am a member of the charter commission and I am dedicated to writing a charter that will help us have a more dynamic community and one that will be acceptable to city and county residents. 2. LAW ENFORCEMENT - This is one of the most important concerns of families in our country. I will support adequate salaries and proper equipment to give Augustans the best law enforcement possible so that our streets, homes, businesses and children will be safe. 3. BUILDING A MORE VITAL CITY -1 believe downtown Augusta is the hub of our community. If we encourage off street parking, more capital investment and improved traffic flow I believe it can be revitalized. Concept ‘76 which will develop our canal area into a beautiful park and commercial projects is one of the most imaginative ideas I have heard of. I hope I can be part of this exciting project. I am for CONSOLIDATION OF CITY AND COUNTY GOVERNMENTS. Consolidation is a must if the CSRA is to continue to thrive. The City is the center of the buiness, civic and social affairs in our area, and it should have the support of everyone in the area. We cannot afford to let the City deteriorate into slum areas, but we should let it grow along with the County, so that it will be a credit to the area and will provide improved services to all of us. The form of consolidation decided upon, however, should be fair to everyone involved. 2. I am for MORE AND BETTER JOBS. We should encourage more business and industry to locate here. We also should see that the City employees are paid fair wages. 3. I am for HARMONY IN GOVERNMENT. There is entirely too much friction between and among City and County officials, both elected and appointed. This gives us a poor image and is detrimental to our progress. All officials should realize that their first responsibility is to serve the people. ISSUES: 1. PROGRESSIVE GOVERNMENT - The term “progressive government” not only includes some form of a consolidated government which is acceptable to all the citizens of this great community, and which is an absolute necessity to a progressive community, but encompasses the continuous striving for better services to its citizens, increased wages for employees, improved housing, maintaining, always, good relationships between the races, and taking advantage of our natural resources in order to make our community more attractive to visitors and potential industry and trade. A consolidated charter which expresses the government which the citizens of our community desire would be a “giant step” in the direction of progress in government. 2. GTIZEN INPUT - Excuse the much used phrase “Input” 1 but it says alot. The citizens of our community need to be more involved in Government. Good people, qualified citizens should offer for office to direct the affairs of big Government, and all citizens should make themselves more aware of the functions of City Government, and offer advice, constructive criticism and encouragement to its leaders, no down-prodding and abuse. MASS TRANSPORTATION - Much has been said about the rerouting of the trains in Augusta. Certainly this is an important issue which is being vigorously worked in hope* of alleviating this traffic problem. But, if our progressive government is successful and our citizens take a more active role in the affairs of our community, the railroad track rerouting will be only one important feature of the then needed Transportation Authority to study and be prepared to establish timely mass transportation in air travel, train travel, as well as motored vehicle*. If Augusta grows to its potential, such an Authority and its success would be a valuable and necessary asset to our community. EIGHTH WARD Sam 0. ISSUES: 1. The most important issue facing our community today is the matter of CONSOLIDATION OF THE CITY AND COUNTY into one viable governmental unit. 1 feel that this would provide the citizens with more efficient services and more for their tax dollar. 2. A COMMUNITY-WIDE TRANSPORTATION SYSTEM is necessary for the economic growth and development of the downtown area and to serve the needs of the larger part of the people of our community. This will also provide convenient transportation to the various shopping areas around the city. 3. A JOINT LAW ENFORCEMENT CENTER is important for our area if we are to provide protection for our citizens and at the same time give lawbreakers a humane treatment once they are aprehended. Our present facilities are plainly inadequate.
