at the annual Protestant
Reformation Program Sunday
at Miles Memorial Methodist
Church at 8:00 p.m.
Chaplain Quick was born
and reared in Raeford, North
Carolina.
After graduation from
Upchurch High School in
Raeford, he served in he U.S.
Army. Upon his honorable
discharge, he matriculated at
Ginton Jr. College, Rock Hill,
South Carolina. Chaplain
Quick furthered his studies at
Livingstone College, Salisburg,
N.C. It was there he received
his B.A. degree with a major in
Sociology. In 1963 he earned
the Bachelor of Divinity degree
from Hood Theological
Siminary, Livingstone College,
Salisburg, N.C.
Chaplain Quick has pastured
in Lancaster, South Carolina
and Charlotte, North Carolina.

While Pastoring East-Stonewall
AME Zion Church in
Charlotte, the Doctor of
Divinity degree was bestowed
upon him by Teamers School
of Religion for his outstanding
accomplishments on civic and
religious levels. During his ten
year pastorate in Charlotte, a
new church edifice and
educational building was
erected. It is now the New
East-Stonewall AME Zion
Churchh.
Chaplain Quick has done
further study at the University
of Maryland and the University
of North Carolina at Charlotte,
N.C.
In June, 1971 Chaplain
Quick began serving this
community as Chaplain at the
VA Hospital, Lenwood and
Forest Hill Division.
The public is invited to
attend the program. Rev. R.A.
Lark is the pastor.
The women of Union
Baptist Church will observe
their annual Women’s Day on
Sunday, October 28, at 11:30
a.m.
The guest speaker will be
Mrs. Georgia Ann Curtis,
supervisor of the Manpower
Program in Richmond County.

Justice Department
Teachers’ Exam Discriminates Against Blacks,
Indians, And Orientals
The Department of Justice
filed a civil suit today charging
that a 1973 North Carolina
state law discriminates against
Blacks, American Indians, and
Orientals by barring the
certification of teachers who
fail to pass the National
Teachers Examination.
Attorney General Elliot L.
Richardson, who certified that
the case is of general public
importance, said the suit was
filed in U.S. District Court in
Raleigh, North Carolina.
The suit charged that the
state and its 13-member board
of education are violating the
equal employment opportunity
section of the Civil Rights Act
of 1964 by using a racially

are pursuing a pattern and
practice of discrimination,
which results in the denial of
equal employment
opportunities to BlacK,
American Indian, and Oriental

The suit asked that a
three-judge court be convened
to hear the case and «t issue
preliminary and permanent
injunctions prohibiting the
defendants from engaging in
any racially discriminatory

basing teacher certification on
a minimum score requirement.
In addition, the suit asked
the court to order appropriate
certification and compensation
for financial loss to otherwise
qualified Black, American
Indian, and Oriental teacher
applicants who were refused
certification because of the
NTE score requirement.
Assistant Attorney General
J. Stanley Pottinger, head of
the Civil Rights Division, said
the suit was the first filed by
the Justice Department
challenging on a statewide basis
the test score requirement for
teacher certification.
