The Augusta News-Review - November zl, 1973 - LINKS Sponsor "Showcase 73” The Links celebrated their 16th anniversary Sunday with an art exhibit entitled “Showcase 73” (A Salute to Youth in Creative Art). The program was held at the St. Mary’s Parish House. Guest artists were Mrs. Gwen Payton, News-Review Columnist Gwen Loftlin, and Randy Wood. Other exhibits were presented by Tubman Junior High School, Paine College, Boggs Academy, T.W. Texas City Still Segregated The Department of Justice charged today that the public school system in Beaumont, Texas, has failed to abolish racial segregation in one-third of its schools. Assistant Attorney General J. Stanley Pottinger, head of the Civil Rights Division, said he charge was made in a counterclaim filed in U.S. District Court in Beaumont. The counterclaim was filed in connection with an answer to a suit the Beaumont Independent School District filed against the Department of Health, Education, and Welfare on August 12,1973. The counterclaim said an HEW civil rights compliance review in September, 1972, found that seven of the 22 public schools were still being operated as all-black schools during the 1972-73 school year. The seven schools have been operated traditionally as Black schools under the dual system. HEW informed the school district that it was not in compliance with Title VI of the Civil Rights Act of 1964, which prohibits racial segregation in federally assisted programs, and requested a desegregation plan for the 1973-74 school year. The school district then filed its suit seeking a declaratory judgment that the system is in compliance with Title VI. The counterclaim noted that the school district submitted an assurance of compliance with Title VI on March 22, 1966, in order to continue to receive federal financial assistance. Beaumont public schools are attended by 6,864 white students, 6,403 Black students, 410 Spanish-surnamed students, and 10 students of Oriental or American Indian descent.
