Presidential elections the Ford
Administration was reasonably
successful in convincing the
Rhodesians that Henry
Kissinger’s plan for Black
majority rule had to be obeyed
and implemented at all levels.
This feeling persisted until the
last moments of the
Presidential campaign when it
was becoming increasing'y
clear that Ford might not be
the victor.
President Carter Urges People
To Work Together To Build
A Better Life For All
The National Conference of
Christians and Jews has issued
a Brotherhood Week statement
by President Jimmy Carter
calling “upon us to work
together to build a better life
not just for now but for future
generations.”
The President’s message
celebrated the 44th observance
of Brotherhood Week (Feb.
At this point the Rhodesians
and the South Africans
changed their tactics. They
would stall for time and see
what the Carter Presidency
would bring.
The essential idea of the
Ford Kissenger diplomatic
mission was to persuade the
Rhodesians and the South
Africans to go along with the
administration's plans of
having Rhodesia renounce her
unilateral declaration of
Independence and consent to
become, as she was before
UDI, a British colony. This
would enable the Black
Rhodesian leadership to
negotiate with the British and
avoid the anticipated bitter
diplomatic confrontations with
the white Rhodesian
leadership.
When this proposal was put
to the Rhodesians and the
South Africans they accepted
it because they believed that
President Ford would win
re-election.
It was at this juncture that
the British government
appointed their Ambassador to
the United Nations, Mr. Ivor
Richards, to conduct
negotiations with the
Rhodesians on two major
points: first to persuade the
Rhodesians to renounce their
Unilateral Declaration of
Independence and the second
to persuade them to accept a
definite date for establishing
majority rule.

British UN Ambassador, Ivor
Richards was reasonably
optimistic about his chances of
convincing the Rhodesians to
accept his plan. The reason for
the IFord-Kissinger proposal to
have the British negotiate with
the Black Rhodesians
(Zimbagbweans) was the great
fear in high U. government
circles that if the white
Rhodesian leader lan Smith
was permitted to be the
decisive voice in the talks it
would probably cause a
deadlock which might result in
a severe confrontation not only
between the Blacks and the
whites in Rhodesia but also
between the United States and
the Soviet Union.
During the weeks of talks
that Ivor Richards conducted
with Black and white leaders in
Geneva, it became clear that
the white leadership was
increasingly adopting a harder
and harder position in the talks
as public opinion polls from
the United States indicated
that President Ford was loosing
ground to Jimmy Carter.
With the election of Jimmy
Carter, Ambassador Richards
was forced to announce that
Britain’s talks with white
Rhodesian leaders had
collapsed. In fact, the collapse
of the talks had signaled the
ned of Britain’s effective
involvement in Rhodesian
affairs as the surrogate of the
United States policy makers.
From now on the real power in
the Rhodesian negotiations
would be the United States, as
she, was in fact, even before
the negotiations began, almost
two long years age in the
railway train high above the
Zambezi River, when the white
rulers of Rhodesia realized that
Black majority rule was
inevitable.
However, the white leaders
of South Africa and Rhodesia,
while gaining some time,
perhaps as much as a year, have
made a fatal political blunder.
They could not have known
that the Presidency of Jimmy
Carter would be based in the
south but in a south where the
Blacks gave him his margin of
victory in practically every
southern state.

High Blood Pressure Affects Children
Pediatric research has revealed that children, like adults, can be
afflicted with high blood pressure, the head of a new clinic at the
University Hospital in Baltimore, has reported.
“The new thing in young people is this primary hypertension,”
Dr. Edward J. Ruley, head of the Special Adolescent
Hypertensive Clinic, said. “In the past, their hypertension was
thought to be due to another cause, such as kidney, lung or heart
problems.”
More than 90 per cent of the children at the clinic, some as
young as 10 years old, are being monitored and treated for high
blood pressure in the three-month-old program. And doctors say
it’s the same kind of high blood pressure that affects adults and
can lead to strokes, hearing, lung and eye diseases.
Dr. Ruley said the clinic has found blood pressure in excess of
150 over 100 quite high for children. He said in some cases the
child is put on medication.
“We have to balance the side effects of medicine against the
harmful effects of hypertension,” Ruley said, noting that use of
drugs brings on side effects of tiredness, sleepiness and dizziness.
In an apparent effort to diagnose the problem early, some
specialists are suggesting routine blood pressure tests for patients
as young as three years. This comes after a number of clinics
across the country have discovered children with hypertension.
Ruley said the ailment, which is most common among males
and Blacks, was not detected in the past because doctors “weren't
looking for it.”

NEPTUNE IN SAGITTARIUS
Since Neptune begain its thirteen-year transit into the sign of abundance, philosophy, religion and freedom in 1971, Blacks have
realized greater freedom in social dividends, becoming more sure of themslves and more positive in their thoughts and opinions.
While great changes have taken place in many areas through this extenstive Sagittarian cyle. Blacks should not lose sight of the
Neptune rulership that tends to be categorized by distortion and ureality. For no matter how well aspected, Neptune requires
discipline to balance the extremes of clear insight on the one hand and delusion on the other.
Even in the congenitally easy-going sign of Sagittarius with its flair for tolerance, sympathy and compassion, we must not be
carried too far on the wave of this optimistic cycle of Neptune in Sagittarius. While this period will be more fortunate than un
fortunate for Blacks everywhere, we must be prepared for sudden changes - advances in some areas and set-backs in others.
This is the way of Neptune.

available over the telephone by tape recording to residents of the
Richmond, Virginia metropolitan area. The call-in system, called
Health-Line, is intended to encourage early diagnose of cancer,
and to provide information related to cancer in non-technical
terms. It was developed at the Medical College of Virginia,
Virginia Commonwealth University, under a grant from the
National Concer Institute.
The idea could be used for dissemination of cancer information
in other communities throughout the country.
At present the system has 86 tapes, of which 10, dealing with
such subjects as cancer chemotherapy and radiation side effects,
are available only by prescription; the caller following the
directors of his physician, must identify the tape by number or
title.
The remainder of the tapes are available to any caller. Some
contain information for patients at the college’s hospital, such as
visitor policy, discharges and patient’s rights. The majority of the
tapes, however, deal with cancer-related subjects both general and
specific, including, for example, the seven warning signs of
cancer, what a person with a lump in the breast should do, and
discovery and treatment of cancer of the mouth.
According to Dr. R.W. Jessee, a professor of preventive
medicine who developed the system, few serious problems have
arisen since Health-Line started operations last July. However, Dr.
Jessee said, many people call and, instead of asking for a
particular tape, want to discuss their problems with someone.
Such callers are referred to individuals in the cancer center at the
college. (NNPA)
