Gwendolyn and Norma. He has
two grandsons Bobby and
Herman Donald. Dea. Fryer is
married to Mrs. Mildred Wilson
Fryer.
Wilkins may hold key to our survival

In 1967, tlie NAACP
membership was 427,434,
down from the previous year’s
total of 441,139. However, the
figure for 1968 was 450,673.
Membership fell to 361.807 in
1970. That decline is
attributed to the fact that the
membership cost doubled that
year. Wilkins said that
membership in 1976 was
440,000.
At least one group of
protesters gave up. the fight
against Wilkins-the Young
Turks of the NAACP. In 1969,
they gave up the fight to take
control from the organization’s
established leaders and to make
the organization “more
relevant” to tire Black
Revolution. They said that it
would be impossible to change
what they saw as a
“conservative, bourgeois
organization” headed by the
“old guard.”
Yet Wilkins continued to
antagonize his young
adversaries. In 1969, for
example, he opposed all-Black
studies departments on college
campuses and called them
another version of “segregation
and Jim Crow.”

GEMINI-May 21 - June 20
The Sun is wending its way through your sector of
communication during this period. You are able to think more
clearly and logically about where you are headed. A fine time to
zoom ahead in great style, and are you ever on the go! There
continues to be major and minor surprises in your work area and
speculative ventures are favored. Take full advantage of this
positive period, making sure if you are married that your mate is
in tune with your intentions, as this is not mich of a month for
love and partnership matters. Thus single twins should not look
for too much in the way of romance now.
CANCER - June 22 - July 23
You can begin to stake out your claims on a productive future
now, with the Sun passing through your sector of finances and
money interests in general; you can look forward to bonuses and
raises or promotions in your work area. This should be your most
fortunate period of the year from a financial standpoint.
Meanwhile, on the surface you are socially outgoing and your
mental attitude towards work activity is excellent. Look out for

The CSRA Employment & Training Consortium has submitted to the U. S.
Department of Labor a Major Modification for Title VI for FY 1978 in the
amount of 59,410,213 to fund 511 positions, plus 65 Special Projects for an
additional 322 positions.
The purposes of the grant are:
(1) To increase the amount of Grant allocation of 51,795,997 by $1,614,216
to a new total of 59,410,213.
(2) To extend the June 30, 1976 enrollment level of 511 regular Title VI
participants from May 13, 1977 to September 30, 1978.
(3) To reduce 597 Titles II and VI participants' June 30, 1976 enrollment
level by 86 from Title VI to reach the June 30, 1976 level of 511
participants.
(4) To bring on board 65 Title VI Projects for a period of 12 months to serve
322 participants.
The Grant may be reviewed at the CSRA Employment & Training Consortium,

disagreed with such demands
but that there was also a good

test the legality of Black
studies departments in court.
The NAACP would do so only
if asked though, he said.
Wilkins agreed with the
students’ demands for more
Black students and faculty.
» And he saw the usefulness of a
study of Afro-American
history and culture. But he said
that the students failed to see
that no Black history
“becomes significant and
meaningful unless it is taught
in the context of world and
national history. In its
sealed-off, Black-studies center,
it will be simply another
exercise in racial
breast-beating.”
It is noteworthy that civil
rights groups endorsing Black
Power and a separatist
philosophy began to lose
significant amounts of white
financial support. And
Wilkins’s decline in popularity
paralleled the decline of the
civil rights movement.
In a 1972 Louis Harris Poll
of a cross-section of Blacks and
Black organizations across the
country, tne NAACP was
ranked as the most respected

Black organization, followed
by SCLC. But among
individual leaders, Wilkins
ranked third behind Dr. Ralph
Abernathy and Charles Evers,
mayor of Fayetteville, Miss.
Nevertheless, he was paid a
supreme compliment in 1972
by a group of prominent
Blacks at a meeting with
then-Vice President Gerald R.
Ford. Everyone rose and
applauded when Wilkins
entered the room .Jesse Jackson,
director of People United to
Save Humanity (PUSH),
explained, “It was just a
spontaneous sign of our respect
for him. For years, while a lot
of funny stuff was going down
in the civil rights movement,
Roy Wilkins and the NAAC”
were the steadying
influence-always there, sort of
like a compass, providing
direction on the one hand and
a whole iot of bail bond money
(to other civil rights groups) on
the other, and keeping a lot of
us from getting wiped out by
some mean crackers down

But the NAACP’s fortunes
declined as well as those of
other civil rights groups. A
NEW YORK TIMES article of
November, 1975, by Charlayne
Hunter, stated that NAACP
words and actions misunderstood. Stay well in the background
and let the world go by until after the 23rd when you begin to
make headway and things open up to you in a surprisingly good
manner.
LIBRA - September 23 - October 23
This is the beginning of a lively cycle for you. Emphasis is in
your sector dealing with friends and ambition; you can therefore
expect a lot of activity, and this is to be a happy and expansive

The greatest testimony to
Roy Wilkins’s viability as a
leader is the fact that he and
his organization have lasted.
Martin Luther King was
assassinated. The Urban
League’s Whitney Young
drowned. James Farmer of the
Congress of Racial Equality has
faded from the civil rights
picture as did his successor,
Floyd McKissick. SNCC’s
Stokely Carmichael spends
most of his time in Africa.
Wilkins was in tlie struggle
before any of the others. His
survival and his strategy may
hold tlie key to a truth that
many Blacks may be reluctant
to face: that tne survival of
Black leaders and Black
organizations depends largely
upon their ability to help Black
people without offending
whites.
