is little more than a gesture.
“We consider the embargo

Koka believes that the
deepening unity among South
African Blacks, combined with
outside aid, will eventually
bring armed struggle to South
Africa. But in the meantime,
he says, the movement depends
on weaponless resistance:
slowdowns, industrial sabotage,
economic boycotts and even
riots.

Augusta’s HOPE (Helping
Offenders, Parolees and
Ex-Offenders) recently
honored City Councilman John
Thomason for two years of
voluntary service to the
organization.
According to the Rev. Gary
Matthews, a senior counselor at
HOPE, Thomason “has been
instrumental since the
inception of HOPE,
introducing it to the
community and to businesses,
making our working
relationship easier with other
agencies, and aiding HOPE’S
general acceptance in the
area.”
Councilman Thomason, who
is also a municipal judge,
currently serves as chairman of
the organization’s board of
directors.
HOPE, located at 407
Seventh St., was founded in
September 1975 to help
offenders and ex-offenders to
“harmoniously assimilate into
society rather than go back to
jail,” according to Matthews.
A non-profit corporation,

local donations, ranging from
food to furniture. Volunteers,
who are mainly students,
number anywhere from one to
fifteen at any given time,
Matthews said.
The main thrust of HOPE
“has been with individuals
coming out of penal
institutions,” Matthews said.
The average age is around 22
and most have educations at
the ninth grade level or less.
Until last year most of the
persons receiving aid from
HOPE were poor, single Black
males. Now according to
Matthews, more affluent
whites, mainly drug law
violators, are coming through
the program.
HOPE places them in
educational or vocational
training programs, provides
food, clothing and housing,
teaches personal hygiene and
job-seeking skills, and gives
general counseling.
More than 500 offenders,
parolees and ex-offenders have
gone through the program.
Roughly 11 per cent of these
have been women. Most are
Georgia residents, particularly
residents of the Central
Savannah River Area.
CETA really is a
four-job program
When CETA is mentioned
most of us are inclined to think
only in terms of Public Service
Employment. Under Title I of
the Comprehensive
Employment and Training Act
there are four (4) program
activities funded by the Prime
Sponsor: Classroom Training,
On-the-Job Training, Public
Service Employment, and
Work Experience. Each activity
is designed to afford the CETA
participant an opportunity to
obtain permanent
employment.
CETA’s On-the-Job Training
program marketed by the
National Alliance of
Businessmen, provides skill
training in just about every
marketable skill imaginable.
Reinforcing Steel Placers
Company is currently training
three (3) reinforcement iron
workers with a starting salary
of 54.25 per hour. Upon
completion of training, which
will last fourteen (14) weeks,
the salary will increase to
54.35 per hour. It has been
traditional to fill the position
of reinforcement iron worker
with male applicants but
Ronald Brooks, president of
Reinforcing Steel Placers
Company decided to fill these
positions with female
applicants. Mr. Brooks stated
that he was well pleased with
their performance.
During FY ’7B CETA’s
On-the-Job Training program
will serve 81 participants.
CETA has been successful in
training females in
non-traditional jobs such as
sewing machine mechanics.
