A white mayor of a northern city said
some things recently that few white
mayors in the South would say. He has
also brought about increasing racial
tensions in a city allegedly known for
“brotherly love.” . He is a mirror of the
attitude of the “silent majority” toward
African-Americans.
Mayor Frank Rizzo of Philadelphia,
Pennsylvania is the controversial white
leader who sounds as if he is running for
the presidency of this country. About
seven or eight weeks ago, he delivered a
speech in the Whitmen Park
predominately white section of his town
calling for a white ethnic crusade against
special privileges for “Blacks.”
African-Americans in Philadelphia reacted
swiftly to the mayor by denouncing his
call for overt racism.
It is obvious that the mayor hopes to
fan the foolish flames of the reverse
discrimination nonsense. Any person with
a dime’s worth of sense knows that
Blacks of African descent in America
pose no real economic threat to the
employment aspirations of the larger
non-Black majority. The measures to
right the wrongs of nearly four hundred
years of slavery, colonialism, and
discrimination.
The tragic deed performed by the
mayor is the blockade of a radical
“Black” group in a Philadelphia home
with the intent of starving the group into
surrender. The group, MOVE, is a back to
nature group that has rejected modem
culture and white racism. MOVE is
believed to have weapons within the
home and has vowed to fight until death
for its way of life.
Women and children as well as the
male adults are being starved to death by
the mayor for racist reasons in 1978 not
1878. He could have handled the
situation better but demagogues tend to
believe in violence and force in dealing
with African-Americans. Black church
leaders and a few white church leaders are
trying to resolve the situation in a
reasonable manner.
However, the majority of white church
leaders and civic leaders in Philadelphia
have chosen to remain silent as usual on
the social issue. This would not be the
case if any other ethnic group, than

African-Americans or Blacks were being
starved.
One of the lessons in this whole
nonsensical episode is that white racism is
just as strong in the north as it is in
Washington, North Carolina or Gadsden,
Alabama. In white institutionalized and
personal racism there is no East or West
nor North or South.
It is realistic to expect whites
committed to justice and equality to
speak out on issues effecting
African-Americans, or “Blacks” as we are
usually accepting reference to ourselves.
African-Americans must stand up for
themselves always or the Rizzos and
VORSTERS will foster our genocide.
The mayor of Philadelphia would be a
great hero in South Africa and Rhodesia.
He will soon be a “great hero” in America
once knowledge of his behavior and
attitudes become known. He is already a
likely candidate for president as he stirs
the ever present white hostility and
hatred for African-Americans.
The second lesson to be learned is that
America is becoming more racist and
conservative with each passing day. Black
liberation struggles in Africa and America
must become more unified. Black unity is
made even more difficult by Blacks who
treat their people worse than whites. With
some prosperity and success comes more
uncle and aunt Toms who willingly sell
their birth rights.
It is certain that the mayor of
Philadelphia will have succeeded in
forcing MOVE to surrender by the time
you read this column. President James
Earl Carter would do well to bring his
human rights campaign to America. He
could begin with Wilmington, North
Carolina and add Gadsden, Alabama and
Philadelphia along with others to the list.
We must remember that leadership sets
the tone for a city, state and nation.
Whenever demagogues and extreme racists
lead at those levels, the oppression of
Blacks and the poor will always increase.
An example of this fact is the increasing
rate of police brutality in Philadelphia.
When will the oppressor ever learn? He
will learn when the oppressed unite and
organize for significant social change.

THE POVERTY CYCLE
You probably read that U.S. Senator
Edward Brooke (R-Mass.) had admitted
that he had made a mis-statement about
the amount of a loan he owed. This was
in the heat of his recent divorce
proceedings. Mr. Brooke asked
forgiveness. It was further explained tha t
this matter was a personal affair, had
nothing to do with federal funds, public
monies, etc. Nor was it a question of
monies handled, but did concern the
matter of joint family finances.
American divorce can be a bitter, cruel
and complex process. And my friend, Ed,
went through same last year. (It was
widely heralded in the press and you
probably read about it.) Ed Brooke has
been my friend since our college days (1
was president of the West Virginia College
NAACP affairs in Washington)

I wanted to tell you how much I enjoy
reading the News-Review every week.
Recently when with a group of former
Augustans residing in North Jersey, our
conversations turned to our hometown
and your paper.
The church news keeps us up with our
former classmates, their children and
grandchildren, etc.
We really do appreciate the“BlacksWho

brought living history to so many of us!

SHOULD A MINISTER OFFER
FOR ELECTIVE OFFICE?
This subject has many sides and facets.
The U.S. Supreme Court recently
outlawed a Tennessee law which
prohibited ministers from elective office

one percent of all elective officials in the
nation are Black (our population is near
twelve percent) I am currently
completing research on the Augusta

subject As a Black historian and
professional in communications, the field
is of great interest And I hope to our
News-Review readers also Research

with great distinction in elective office on
the local, county, state and national
levels Much of the decision rests with
church members and their desire to share
for overall community and racial
advancement Locally, Rev. N.T.
Young and Dr. C.S. Hamilton were
elected to public office and gave
outstanding leadership Rev. Adam
Powell in Congressßev. A.J. Carey of
Quinn Chapel AME on the Chicago City
Council, Rev. Marshall Shephard of
Philadelphia on its City Council, and last
week a 27-year-old Baptist minister of the
same city was elected to Congressßev.
Walter Fauntroy heads a large Baptist
Church in Washington, D.C. He’s in
Congress and will be the Paine graduation
speaker on June 11 What do you

One has but to reflect in the many fine
qualities of our people and what they’ve

Walking with dignity

Don’t believe all of the vicious
propaganda you hear about rape and
murder of whites in Kolwezi.
While establishing a bridgehead in their
home province of Shaba, the Congolese
National Liberation Front (FNLC) rebels
in control of Mutshatsha and the mining
center of Kolwezi have much greater
territorial ambitions. Their goal, as the
movement’s name implies, is to topple
Zaire President Mobutu’s Kinshasa-based
government and seize the whole country,
which is Africa’s second largest state and
which covers an area the size of Western
Europe.
COPPER IS THE COVETED BOOTY
The attempt to establish a bridgehead
in Shaba has been made partly because
most of the rebels are Luanda tribesmen
who know the country and people well.
But perhaps more important in the
overall strategy is the fact that the
region’s copper mines produce more than
65 percent of Zaire’s foreign earnings. If
the rebels can take and hold the province,
analysts believe, Mobutu will find himself
in an economic stranglehold and could
have trouble maintaining his grip on other
potentially turbulent regions of his vast
country.
THE GHOST OF MOISE TSHOMBE
Mr. Mobutu’s problems with Shaba
(formerly called Katanga) have their roots
in the early days of Zaire’s independence
in 1960 when the country was torn apart
by rival political groups and United
Nations troops had to be called in to
suppress Moise Tshombe’s Katangese
secession that same year. Although the
bid was crushed and Mr. Mobutu soon
afterward became head of state in an
Uncle Tom coup d’etat, he immediately
found himself confronted with the
problem of the “Gendarmes”; an army of
Lundas first formed by Mr. Tshombe to
fight the United Nations.
IS MOBUTU MURDERER OR HERO?
In 1966 the Gendarmerie rebeled
against Mobutu and at least 4,000 were
killed when the President ordered the
rebellion to be put down. The rest fled to
neighboring Angola and were recruited by
the Portuguese, who then controlled
Angola, to fight against nationalist
guerriallas, including the Popular
Movement for the Liberation of Angola
(MPLA) which was eventually to win
power after the Portuguse departure.

Teen-age pregnancies
increase 33 percent in 5 years
A dramatic increase in teenage
pregnancy is caused by teens’ wanting to
become adults and to “test the
relationship”, according to a sociologist
at Northwestern University.
Dr. Marijean Suelzle, an assistant
professor of sociology at the university,
asks, “Why else, when young people
know about birth control, would they
keep having babies?” She said she has not
seen a recent Johns Hopkins University
report showing a 33 percent nationwide
increase in teen pregnancy between 1971
and 1976, but that she was aware of the
problem.
“It’s a reaffirmation of famininity and
a testing of the relationship with the
male,” said Dr. Suelzle... “but the big
thing is affirmation of adult status. You
want desperately to be grown up; so you
say, ‘Look, I’ve got this child, so you
have got to treat me as an adult.’
“One result has been that the teen
keeps the child instead of giving it up for
adoption. The quality of the child’s
upbringing suffers.
“Then the child ends up a problem in
child care, because the teen-ager
eventually- finds out she can’t handle it
and the child is placed for adoption at a
later time. Many of the biggest problems
in child care come from a teen-age,
single-parent background. Some teens
make good parents, but not many are
qualified.”
The Johns Hopkins study noted that
about 93 percent of babies born to
teen-agers out of wedlock are kept by the
mother. It also noted that only one in
seven teenagers interviewed used
contraceptives.
USE OF ALCOHOL IS UP SHARPLY
AT NATION’S COLLEGES: The use of
alcohol by college students has
substantially increased in the last 25
years, especially among women, and most
students establish their drinking patterns
while still in high school, according to a
study published by the Medical

The Gendarmes, under the command
of a former policeman, Nathaniel
Mbumba, joined forces with the MPLA
during the Angolan civil war and held a
large part of eastern Angola during a
crucial period of the conflict. This earned
them the gratitude of both the MPLA and
its Soviet and Cuban mentors and plans
were soon launched to invade Zaire. The
bid, early last year, failed only when
Moroccan troops were called in to help
the Zairian Army. The FNLC, however,
had learned valuable lessons and this time
the invaders, relying on hidden arms and
food caches after a rendezvous near
Kolwezi, hit its target quickly and
efficiently.
MOBUTU IN A QUANDARY
Mobutu was in a quandary then and he
would be in one now if it were not for his
French and Belgian Colonial bosses. The
Katangese forces took the airport and
most of the town in the first day of
fighting and, by refusing to allow the
3,000 white residents to be evacuated,
made it difficult for the Zaire forces to
counter-attack or for white foreign
powers to intervene.
France and Belgium are back to their
old game of killing Blacks. Os course this
column does not condone rape and
murder, but those whites that were
allegedly killed and molested had ample
time to get out of that stolen copper town.
The United States reminds me of a
Biblical story, concerning St. Paul, the
murderer at heart Pharisee, who held the
coat as his henchmen killed Stephen. At
the attack, before this last one, according
to reliable reports from Kinshusa the
rebels began moving reinforcements up
the railway from Angola which runs
through Kolwezi and into the regional
capital of Lubumbashi.
LUNDA TRIBESMEN ARE REBELLIOUS
President Mobutu, clearly concerned
about the swiftness of the attack and the
obvious reluctance of the French and
Moroccans to provide assistance for the
second time, is in a quandary. If he
launches a major counter-attack against
Kolwezi he risks being held responsible
for hundreds of white deaths. The French
and Belgium have won the current bout,
but the Katanganese will be back, fighting
for tribal supremacy, for that’s away of
life in Black Africa, until the whites quit
meddling.

There is also a high correlation
between drinking and the use of
cigarettes, marijuana and hard drugs, said
Henry Wechsler, who directed the study
for the voluntary agency in Boston that
conducts research in the health area.
The study, conducted last spring
among 34 New England colleges, was
released recently in Boston. It reflects
other findings from elsewhere in the
country, cited by Howard T. Blane of the
University of Pittsburgh. Blane said that
while alcohol consumption on campus is
higher now than just after World War 11,
there has been “no consistent upward or
downward trend in college drinking
during the past decade or so.”
The big changes has been in the
attention the issue is attracting, Blane
said, suggesting ‘hat this results in part
from the fact that with the reduced
concern about drug use on campus,
college administrators have become
“more aware of drinking-related
problems” that were previously ignored.
The Medical Foundation received
questionnaires from 7,345 students
representing a response rate of 72
percent. Findings were then compared
with these of the 1950 study by Robert
Straus and Selden D. Bacon. The earlier
study, considered the classic in the field,
covered 15,000 students on 27 campuses
around the nation.
Ninety-five persent of college students
consume some alcohol, with “little
differences among classes or sexes,” Dr.
Wechsler reported. By contrast, the 1950
study found that only 80 percent of
college men and 61 percent of college
women were drinkers.
The researchers found that the
strongest correlation with college
drinking was drinking in high school. Six
out of 10 of the “frequent-heavy”
drinkers of both sexes said that they had
drunk at least once or twice a week while
in high school.
